"Americans want Iran to have no security. They want to create chaos and turmoil and set the conditions so that they can return to the country one day and take charge as they did in the old days, but none of these is possible," the president said.
"These are unattainable dreams and America will never achieve any of these goals," Rouhani added. He touched on Washington's hostile policies toward Iran, including its withdrawal from an international nuclear deal with Tehran under "delusional excuses," putting a nation under strain. "Our people will resist and the government has prepared itself for this confrontation," he said, adding that everyone will "join hands to put these difficult times behind us with the grace of God." "The Americans will regret what they did because they made a very wrong choice", the president added. Rouhani also said the US is provoking regional states against Iran, citing the terrorist attack in Ahvaz, which also left scores of people, including women and children, injured. "It is entirely clear to us who did it, who they are and where they are affiliated to," he said. "The sponsor of all these small mercenary countries in the region is America. Americans are provoking them and providing the right conditions for them to commit these crimes," Rouhani added. The president said these acts will have no effect on the will and direction of the Iranian nation which "has stood up and resisted much bigger crimes."

Rouhani said as long as Saddam was alive, the group used to be a mercenary of the former Ba'ath regime, but they switched their fealty to a "southern Persian Gulf state" which has undertaken to provide the terrorists with funds, weapons and political assistance.
Rouhani described the Saturday attack, especially in a city which "valiantly withstood eight years" of attacks by Saddam's forces, a "big crime" which will not go unpunished.
"Iran's answer to these crimes will be within the framework of law and the country's national interests," he said as he paid tribute to the residents of Ahvaz.

Iran’s Islamic Revolution Guards Corps (IRGC) says the terrorists behind a bloody attack in the southwestern city of Ahvaz will definitely face "deadly and unforgettable" revenge in the near future. In a statement on Sunday, the IRGC expressed its sympathy with the bereaved families of the victims of the terrorist attack on a military parade in Ahvaz on Saturday, which killed at least 25 people and injured more than 60 others.
It added that the terrorist crime committed in Ahvaz by the ruthless stooges of the global arrogance and reactionary regimes in the region revealed that the sworn enemies of Iran spare no effort and conspiracy to transfer insecurity into the country after their failure to achieve their ominous goals. They are even ready to target innocent people, including women and children, with "blind terrorist measures," the IRGC's statement read.
The Leader said the "tragic and sorrowful" incident in Ahvaz and the killing of people by mercenary terrorists once again exposed the cruelty of the enemies of the Iranian nation. Iranian President Hassan Rouhani also said on Saturday that the Islamic Republic would give a "crushing" response to the slightest threat against the country.
"Those who are providing these terrorists with propaganda and intelligence support must be held accountable," Rouhani said. Crushing response awaiting Ahvaz attack plotters: Intelligence Minister. In a related development, Iran's Intelligence Minister Mahmoud Alavi said on Sunday that the country's security forces would give a "crushing response to the masterminds behind this inhumane measure" in Ahvaz.
He added that the mercenary terrorists carried out the blind attack in Ahvaz and killed innocent people in an effort to make up for repeated failure of their masters in Iraq, Syria and other countries. Alavi said the terrorist attack, which was backed by foreign powers and their regional puppets in order to create insecurity in Iran, would bear no fruit and would fail to undermine the Iranian nation's power and coherence.
The al-Ahwaziya terror group, whose recruits are believed to be scattered in several European countries, including in the Netherlands and Denmark, claimed responsibility for the attack. The terror outfit, which is backed by Saudi Arabia, has a record of carrying out acts of sabotage in Iran’s Khuzestan Province, which encompasses Ahvaz and some other dominantly Arab cities.

Arabian military alliance to bring more petro-capital to imperial purveyors of war
Uncle Sam and nephew Moshe are always scheming new ways to squeeze more money out of Arabian rulers. Playing on their fears borne of insecurity, hundreds of billions of dollars have been squeezed out of them over the last two decades by selling them weapons. The ill-trained and ill-motivated Arabian armies cannot use most of these weapons. But more sales are in the pipeline.
There is little evidence that these regimes feel any more secure by acquiring vast quantities of weapons than they did without them. If massive purchases of weapons cannot buy them security, what else can they do? Uncle Sam has come up with another idea: the Middle East Strategic Alliance (MESA). There is nothing strategic about the new alliance that would comprise the six members of the Gulf Cooperation Council (GCC) plus Egypt and Jordan. The US would act as godfather and supervise the quarrelling potentates to prevent them from coming to blows with each other.
The idea of creating MESA is not entirely new. It is a modified version of the “Arab NATO” that had been talked about even before Donald Trump’s visit to Saudi Arabia in May 2017. As is customary with many of his hare-brained ideas that he periodically throws up, Saudi Crown Prince Muhammad bin Salman had proposed the establishment of an Islamic army to “fight terrorism.” He even recruited the former Pakistani army chief General Raheel Sharif to head this army. Various reports say he is paid a six-digit salary in US dollars; not a bad deal for doing virtually nothing!
The problem with the “Islamic army” is that there is no army despite Bin Salman proposing an alliance of 34 countries. The alliance pointedly excluded Islamic Iran, Iraq, and Syria — three countries most severely affected by terrorism. Since the election of Mahathir Muhammad as prime minister, Malaysia has also pulled out of the so-called alliance. Indonesia had already said it would not send troops for the proposed “Islamic army.”
There is a simple solution to fighting terrorism: Saudi Arabia, Zionist Israel, and imperialist America should stop supporting and arming terrorists masquerading as rebels, insurgents, or freedom fighters. In mid-September, there were reports that Abu Bakr al Baghdadi, the self-styled khalifah of the terrorist outfit Da‘ish or ISIS (or whatever other four-letter-word it is known by) had relocated to Afghanistan. Fleeing Syria would not have been possible without direct US help. Both the Russians and Afghans (former president Hamid Karzai, for instance) have publicly stated that Da‘ish terrorists have been airlifted to Afghanistan in “unmarked” helicopters. This was a broad hint that the Americans did it.
But back to the idea of MESA or “Arab NATO” or whatever other fancy label is attached to it. Taking advantage of the presence of so many Arabian rulers or foreign ministers in New York for the 73rd session of the United Nations General Assembly in September, US Secretary of State Mike Pompeo gathered them to deliver a stern lecture about “working together.” This was the first time that all six members of the Gulf Cooperation Council (GCC) sat under one roof after the Saudi-led blockade of Qatar was launched in June 2017. The blockade had US blessing. Others at the September 28 meeting in New York were representatives of Egypt and Jordan — both basket cases looking for financial handouts.
But here is the rub. On his Saudi visit last year, Trump had announced arms deals worth some $350 billion. Soon thereafter, the US also sold $12 billion worth of helicopters to Qatar. On September 29, Trump even announced that he had told the Saudi king that since they have “trillions of dollars” — yes trillions with a “T” — they must give this money to the US. The Najdi Bedouins, it seems, would soon be heading back to the desert!
Egyptian President ‘Abd al-Fattah al-Sisi, Saudi King Salman, and US President Donald Trump visit the Global Center for Combating Extremist Ideology, in Riyadh, Saudi Arabia, 5-20-2017, the occasion where the US chief executive announced his plans for an “Arab NATO.” Any serious security alliance involving the United States in the Muslim East will not happen without Israeli oversight, full participation, and approval. This means that for all the other “Sunni” regimes to tag along as cannon fodder, Bani Saud will have to deal openly with Israel — the only credible, if unofficial, military presence in MESA — if the alliance is to have any real credibility, to wit all the not-so-secret overtures from Arabia to Israel that have been taking place under pressure from the Trump administration and the rising principled influence of Iran.
The Saudi-Qatari spat, entirely artificial, shows how the US operates: first create a crisis and then milk both sides of the dispute. The only exception is Zionist Israel whose implantation in the heart of the Muslim East is the source of all instability. While the US rakes in tens of billions of dollars annually from Arabian potentates, Zionist Israel gets billions in free arms and other handouts.
The imperialist-Zionist duo is talking up the alleged threat from Islamic Iran. For the record, Iran has not attacked any country in 250 years. It desires peace and good neighborliness with all regional countries. The only exception is Zionist Israel, that usurper entity illegally squatting on Palestinian land.
The Arabian potentates backed by the US, Israel, and Europe even tried to destroy the Islamic Republic through the eight-year war that was launched in September 1980 but they failed. Islamic Iran valiantly defended its land, integrity and honor.
The imperialists and Zionists have sold the diabolical plot to the Arabian potentates that Islamic Iran is a greater threat to them than Zionist Israel. In what would make sense only in an upside-down world, this is true. Israel would not survive without the presence of the illegitimate Arabian regimes. David Ben Gurion, Israel’s first prime minister, had admitted in a moment of candor that the Arabian regimes are Israel’s first line of defence!
In pursuit of the MESA idea, the US is planning a high-level meeting with Arabian dictators in January. The aim, according to a senior US official, is to speed up forging an alliance whose principal aim would be to confront Islamic Iran.
Tim Lenderking, US Deputy Assistant Secretary of State for Arabian (sic) Gulf Affairs, toured the region in August and September to drum up support for MESA — a concept not dissimilar to the Arabian NATO. “The more we have coordinated efforts, the more effective in enhancing stability,” Lenderking told Emirati website The National on September 26, calling Iran the “number one threat” on the MESA list. Cyber attacks, conflict management, and Syria and Yemen were also thrown in for good measure. In both Syria and Yemen, the aggressors have failed and their policies are falling apart. It is, however, internal conflicts among these potentates that are most problematic. They behave like children, friends one moment and mortal enemies the next and at each other’s throats. The acquisitiveness of the material rather than the aspiration for the moral is endemic to this kind of fratricidal infighting.
With its militaristic policies in the region falling apart, Washington seems to be in a hurry to establish MESA as another mischief-making tool. “We [US] would like to agree on the concept of MESA by the January [2019] summit,” Lenderking said, adding that the US was “flexible” on the date given the talks were still in the early stages. “Flexibility” is also necessary because of the fickleness of Arabian rulers. Lenderking acknowledged the ongoing rift between Saudi Arabia, Bahrain, the UAE and Egypt on the one hand and Qatar on the other. Pompeo’s September 28 meeting in New York failed to resolve these differences.
“In the long term, with the MESA that we envision, it would be hard to have two or three countries in this alliance in this kind of confrontation,” Lenderking admitted. “We can continue to develop the concept and work on some of the pillars but ultimately you have to see the rift de-escalated.”
The bottom line of all these manouvres is to protect Zionist Israel. Along the way, the US wants to make tons of money by selling useless weapons to the incompetent Arabian armies that train their weapons only on hapless people, whether in Yemen or in their own oppressed societies.

HYBRID WARFARE

THE 2018 IDEAS Expo in Karachi featured a high-level seminar on hybrid warfare. This was a timely recognition that threats to national security can and do assume complex forms. For over 60 years, nuclear weapons have deterred a major conflict between nuclear-armed states, and, because of the global revulsion against the use of nuclear weapons, the nuclear powers have been also unable to realise offensive objectives through nuclear coercion, even against non-nuclear weapon states. Thus, most conflicts are in the form of conventional military interventions against smaller or weaker states, sub-conventional (guerrilla or irregular) conflicts or ‘hybrid warfare’.
Western analysts have termed the comprehensive approach employed by Russia in Ukraine (encompassing narrative control, cyberattacks, use of anonymous militias and irregular forces, clandestine supplies and diplomatic support) as “hybrid warfare”. The Russians refer to it as the ‘Gerasimov Doctrine’ (after the Russian military chief). This form of warfare is also called: asymmetrical, non-conventional, gray zone conflict, ‘new generation warfare’, ‘whole of government’ approach and so on. It is emerging as the preferred modality in today’s contests between the great powers.
Often, hybrid war may not be a war at all. The objective may not be to secure an adversary’s immediate defeat, but to erode its morale; isolate it; ‘soften’ it up before a conflict; deflect it from pursuing unacceptable military or political objectives; disrupt its communications, command and control and/or important infrastructure; impose economic pain to secure adherence to political demands; delegitimise an adversary’s government; compromise its leaders. The objective may not be to secure an adversary’s immediate defeat, but to erode its morale. The toolbox of instruments that can be used to wage such ‘hybrid’ warfare is rapidly expanding and becoming more sophisticated: eg autonomous weapons, advanced cyber programmes, social media, data mining, algorithms and artificial intelligence (AI), etc. By 2020, the ‘internet of things’ will reportedly connect 30 billion devices. Power will rest with the people who control these devices.
Technology is progressively blurring the distinction between hybrid and conventional warfare and increasing the incentives, opportunities and compulsions for the preemptive or ‘first-use’ of offensive action by adversaries eg to knock out an enemy’s command and control through a cyber strike. Given the complexities of defence and offence in such complex conflict, it will become increasingly difficult to prevent the escalation of hybrid wars to the conventional and even the nuclear level.
Pakistan was the target of hybrid or indirect ‘war’ in 1971. New Delhi’s hybrid strategy (promotion of Mujib’s six-point plan, the genocide and refugees narrative, training the Mukti Bahini, the Indo-Soviet ‘Friendship Treaty’) all laid the ground for the coup de grâce of Indian military intervention in East Pakistan.
Since then, Pakistan has been the target of multiple ‘hybrid’ campaigns. Exaggerated proliferation concerns and coercive diplomacy were utilised to hold back Pakistan’s nuclear and missile programmes. The legitimacy of the Kashmiri freedom struggle was eroded by its projection as terrorism including through false-flag operations, infiltration of militant Kashmiri groups and concerted propaganda. The onus for America’s colossal military and political failure in Afghanistan was ascribed to alleged Afghan Taliban ‘safe havens’ in Pakistan. The Pakistan Army and the ISI remain a special focus of propaganda and fake news. Today, the hybrid war against Pakistan is focused on Balochistan, the former Fata region, Gilgit-Baltistan and the China-Pakistan Economic Corridor.
Pakistan has developed credible capabilities to deter nuclear and conventional aggression. However, it remains very vulnerable to hybrid warfare. Pakistan’s adversaries enjoy considerable prowess in IT, cyber, media projection and narrative construction, including ‘fake news’, subversion and sabotage, and sponsorship of terrorism, including ‘false-flag’ operations.
The main modality of this ‘indirect war’ against Pakistan is the media, including social media. Very few Indian media personalities enjoy the ‘freedom’ to be critical of their country or their current government. Meanwhile, Pakistan print and electronic media speaks with many voices. There is little space for pro-Pakistani narratives in the Western media. An army of Indian trolls has been recruited to malign Pakistan on the internet.
There are numerous other ‘agents of influence’ who are used to develop and project an anti-Pakistan narrative. Many foreign funded and directed non-governmental organisations have been ubiquitous in developing negative critiques about Pakistan within Pakistan. Some among our local elite are co-opted by these organisations through jobs, travel and other perks. No wonder there has been such a hue and cry about the long overdue diligence conducted recently by the government and the Foreign Office on these organisations. The hybrid campaign incorporates some ethnic and religious groups. Foreign sponsorship of the Balochistan Liberation Army and the Tehreek-i-Taliban Pakistan is well established. Some others need to be subjected to close scrutiny. Any foreign funding of any Pakistani organisation ought to be declared and officially approved. Receipt of undeclared foreign payments should be a crime. This is an international norm. (Surely, the Financial Action Task Force will approve.)
Pakistan’s agencies must be equipped with the most advanced surveillance and data collection techniques to detect future Jadhevs or Osamas and neutralise any ‘black ops’, ‘false-flag’ or infiltration operations planned by enemy agencies. Pakistan must possess the cyber capability to defend its crucial command-and-control systems and its industrial and transport infrastructure against enemy attack. But to deter such attack, Pakistan must also have the capability for offensive cyber action.
The technologies for waging a “comprehensive” conflict and “new generation warfare” are being actively developed by every significant State. Pakistan cannot afford to be left behind. To acquire credible capacity to defend against and repel hybrid wars, Pakistan will need to make dedicated efforts, comparable to those deployed to develop its nuclear and missile programmes. However, there are certain elements of such warfare (cyberattacks, autonomous weapons, false-flag operations) which pose the threat of systemic and global disruption, destabilisation and military escalation. Pakistan and other responsible nations should take an initiative in relevant international forums to secure a global ban or restrictions on such dangerous elements of hybrid warfare.

IRAN SOLE REGIONAL COUNTRY WITH ITS OWN SATELLITE LAUNCHERS

An official at the Iranian Space Agency (ISA) says the Islamic Republic is the sole country in the region actively producing satellite launchers as Tehran is getting ready to put two new satellites into orbit.
Speaking in a televised interview with the Iranian television, which was published on Monday, Seyyed Hossein Mousavi, an advisor to head of the ISA said the country will soon put Payam (Message) and Doosti (Friendship) satellites into orbit to prove its groundbreaking progress in the field of satellite technology and science.
“It is fortunate to say that we are in very good conditions in terms of developing satellite technology and launch among regional countries, and due to sanctions imposed on our country, our goal is to become self-sufficient in this field,” he said.
The official added that the Islamic Republic of Iran is the sole regional country active in the field of manufacturing satellite launchers in the region, seconded only by the Zionist regime in this regard. He noted that Payam satellite, which is a product of researchers at Amir Kabir University of Technology, is capable of taking high-resolution images and will last in orbit for a period of two years.
Mousavi stated that the goal of producing Doosti satellite was mostly to promote satellite technology and knowledge in the country and transfer that technology to Iran. Meanwhile, the official in charge of developing Payam satellite has high-precision cameras capable of taking photos with a precision of 40 meters, which can be then used for agricultural development purposes, studying vegetation and forests, silviculture and other peaceful goals.
The ISA’s deputy director for development of space services, Ali Sadeqi Naeini, said in an interview also published on Monday that the Iranian satellites will be put into an orbit 500 km above the Earth and are expected to last for two years.
He said the technology used to make the two satellites was totally home-grown, adding, “No foreign country has provided us with space technology and this is purely domestic know-how.”
The official noted that in terms of satellite design and manufacture technology, Iran currently ranks the first in the region and there are a high number of prominent Iranian specialists both within and without the country, who are internationally known for their expertise in the field of astronomy and space since. Addressing a large crowd of people during his visit to Gonbad-e Kavous in the northern Iranian Golestan Province earlier on Monday, President Hassan Rouhani lauded Iran’s top rank in terms of its scientific standing, particularly in genetics, in the Middle East region.
He pointed out that the country will be placing two satellites into orbit in the coming days. Speaking to Reuters last Wednesday, Iranian Foreign Minister Mohammad Javad Zarif said Tehran will continue with its aerospace program despite US warnings, stressing there is no international law banning such a program.
His remarks came in reaction to warnings by US officials against Iran’s pursuing space rocket launches that Washington claims would violate a UN Security Council resolution, because they use ballistic missile technology. Iranian Minister of Information and Communications Technology Mohammad Javad Azari Jahromi also said last Monday that Iran would ask no one’s permission to develop its peaceful aerospace program.
“Iran will ask no one’s permission to develop its peaceful aerospace industries and will firmly proceed with its plans,” he said.
He added that Iran had successfully made preparations for the launch of Payam and Doosti satellites and would do so upon an order by relevant officials.

Iran has unveiled an underground plant manufacturing precision ballistic missiles for the Aerospace Division of its Islamic Revolution Guards Corps (IRGC).
“Unveiling this missile production city deep underground is an answer to the idle talk made by the Westerners, who assume they can restrict us and dissuade us from [pursuing] our long-term goals by means of threats and sanctions,” Major General Mohammad Ali Jafari, the IRGC’s chief commander, said during the unveiling ceremony on Thursday.
The ceremony, which was joined by the commander of the IRGC’s Aerospace Division, Brigadier General Amir Ali Hajizadeh, also featured the inauguration of a smart surface-to-surface missile dubbed Dezful.
“Today, the mass production of advanced precision and smart missiles became a reality within the IRGC’s aerospace force,” Jafari hailed.
Iran’s defense program not open to negotiation
Elsewhere in his remarks, Jafari said that Iran’s defense might was in line with the country’s deterrence doctrine and was by no means open to negotiations.
“Iran’s defensive capability is deterrent [in nature] and in line with preserving its national security, and it cannot be subjected to any transaction or negotiation,” the commander asserted.
He said the country declares possession of full defensive might on the eve of the 40th anniversary of the victory of its Islamic Revolution.
Jafari also especially addressed European countries’ demands from the country to start negotiations over its missile program before the Instrument in Support of Trade Exchanges (INSTEX) comes into force. Hajizadeh, meanwhile, described national security as the Iranian Armed Forces’ red line, saying the Dezful missile was the latest outcome of the Aerospace Division’s research activities. Describing the projectile’s features, he compared the success achieved through its production to that of the Zolfaqar ballistic missile, whose mass production the country began in September 2016. However, Dezful’s range reaches 1,000 kilometers, 300 kilometers above Zolfaqar, and its destructive capability is twice the latter’s “given the special materials used in its warhead,” the commander said.
Hajizadeh also addressed European countries’ recent comments about Iran’s missile might. Those comments included France’s calling on Iran last month to “immediately cease all ballistic missile-related activities designed to carry nuclear weapons, including tests using ballistic missile technology.” Iranian authorities have invariably asserted that the country’s missile program has not been established for non-conventional purposes and is only meant as part of the country's deterrence capability.
Tehran welcomes the European Union’s “positive positions” on the 2015 nuclear deal outlined in a 12-point statement, but criticizes issues raised about its defense program and regional role.
The commander reminded that European countries had provided various forms of arms support to the former Iraqi dictator Saddam Hussein during his 1980-1988 invasion of Iran.
“They should be answerable for their support for Saddam and crimes against the Iranian nation,” he said, adding, “We do not trust the Europeans, and it is better for them not to sacrifice themselves for [US President Donald] Trump.”
He was apparently referring to European countries’ echoing Washington’s stance concerning the Islamic Republic and their trying to similarly exercise pressure on Tehran.

Iran's Defense Minister Brigadier General Amir Hatami says the Islamic Republic is currently one of the world’s topmost missile powers despite being subject to severe sanctions during the past 40 years.
“Today, Iran is among the world’s topmost powers in building missiles, radars, armored vehicles and unmanned aerial vehicles (UAVs),” the Iranian defense minister said in an exclusive interview with IRNA on Sunday, emphasizing that Iran's defense power is meant to send the message of peace and friendship to other nations.
"Iran has managed to attain a very desirable and acceptable performance in the field of defensive products and the Defense Ministry has become self-sufficient in defense industry despite tough sanctions [imposed] by the [global] arrogant system in 40 years," he added.
The Iranian defense chief further said the inauguration of the production line of the Kowsar fighter jet at Iran Aircraft Manufacturing Industrial Company in Isfahan Province last month proved that sanctions are ineffective.
On November 3, Iran launched the mass production of the fourth-generation all-indigenous interceptor jet, Kowsar, in a major step toward the renovation of its Air Force.

He noted that the Iranian Defense Ministry's strategy is to update defensive equipment used by the Armed Forces by turning to domestic capacities and refraining from relying on other countries.
Over the past years, Iran has made major breakthroughs in its defense sector and attained self-sufficiency in producing military equipment and hardware despite sanctions and economic pressures on the country. The Islamic Republic maintains that its military power poses no threat to other countries and is merely attentive to its military doctrine of deterrence.
Despite tough and cruel sanctions imposed by the United States against the Islamic Republic, Iran held the 9th Iran Airshow on the southern island of Kish in the Persian Gulf late in November.

Iran announced the "successful test" of a new cruise missile with a range of over 1,350 kilometres during celebrations marking the anniversary of the 1979 Islamic Revolution, state television reported.
"The test of the Hoveizeh cruise missile was carried out successfully at a range of 1,200km and accurately hit the set target," Defence Minister Amir Hatami was quoted by saying after its launch.
"It can be ready in the shortest possible time and flies at a very low altitude," he said, describing the Hoveizeh as the "long arm of the Islamic Republic of Iran" in defending itself.
It is part of the Soumar group of cruise missile, first unveiled in 2015 with a range of 700km, according to the minister.
The Hoveizeh unveiling was part of an arms exhibition titled "40 years of defensive achievements" held in Tehran. Amirali Hajizadeh, head of the Revolutionary Guards' aerospace division, said at the unveiling that Iran had overcome initial problems in producing jet engines for cruise missiles and could now manufacture a full range of the weapons. The Defence Ministry's website carried an undated video purportedly showing the Hoveizeh being test-fired from a mobile launcher.
Expanded missile programme
Since agreeing to a 2015 nuclear deal with world powers, Iran has expanded its missile programme despite warnings from the United States. In January, it tried to launch a satellite into space which it said failed. The launch followed a US warning to Iran against undertaking three planned rocket launches that Washington said would violate a UN Security Council resolution. The resolution, which enshrined Iran's nuclear deal, called upon Tehran to refrain for up to eight years from work on ballistic missiles designed to deliver nuclear weapons.
Iran says its missile tests are not in violation of the resolution and denies its missiles are capable of carrying nuclear warheads. It says its missiles are defensive and used for deterrence and has rejected talks over its missile programme. US President Donald Trump quit the deal last year and reimposed sanctions on Iran that had been lifted under the pact in return for Tehran curbing its nuclear programme.
Washington says although Iran has met the terms, the accord was too generous, failing to rein in Iran's ballistic missile programme or curb what the US says is interference in regional affairs. Iran has developed a large domestic arms industry in the face of decades-long international sanctions and embargoes that have barred it from importing most weapons. Separately, Tehran has voluntarily limited the range of its missiles to 2,000km, sufficient to reach Israel and Western bases in the Middle East.

Iranian President Hassan Rouhani has unveiled a "state-of-the-art" domestically produced submarine, which the defence ministry said is capable of firing cruise missiles. Rouhani is in the southern province of Hormozgan on Sunday to introduce the latest addition of the naval fleet. Dubbed the Fateh, or Conqueror, it is the country's first semi-heavy submarine, according to Mehr news agency.
In his speech to thousands of supporters at the port city of Bandar Lengeh before the submarine launch, Rouhani warned against the division in the country, saying that is the goal of Iran's enemies. "We will not bow down to the hegemonic power. We are ready to sacrifice ourselves and spill our blood to protect Iran," he said.
Mehr news reported that the 600-tonne submarine launched on Sunday is equipped with torpedoes and naval mines, and can operate more than 200m below sea level for up to five weeks. Tasnim news agency added that the Fateh is also outfitted with a guided-missile system capable of launching submarine-launched cruise missiles and an advanced sonic radar system that can identify enemy vessels.
"The Fateh is entirely a homegrown submarine that is designed and developed by experts of the defence ministry and is equipped with the world's modern technologies," Brigadier General Amir Hatami, the defence minister, was quoted by Tasnim on Saturday as saying.
The Fateh is the latest addition to Iran's fleet of submarines, which was first launched about 20 years ago.
Hossein Dalirian, a defence reporter for Tasnim news agency, noted in a social media post that the latest submarine is one of the most important projects Iran's military have undertaken in the last 40 years. Another Tehran-based security analyst, who asked not to be identified because of the sensitivity of the topic, noted that the submarine's vertical launching system. He said it is a "very important news" as only a few countries have the kind of "advance system". He also said that 1,300-tonne and 3,200-tonne submarines are also in the production agenda of the armed forces. "With four torpedoes, Fateh has the fastest firing system," the analyst said, adding that the vessel is also equipped with four torpedo boats, eight mines and two reserve torpedoes, aside from the cruise missiles.
In the past, Iran had bought three submarines from Russia. But because of the low depth of the waters off Iran, it became difficult to manouever those vessels, prompting the Iranian Navy to design and launch its own line of submarine in 2006, the analyst said. The commander-in-chief of the Iranian Navy, Rear Admiral Hossein Khanzadi, has been quoted as saying that the Fateh submarine will be used to carry out a mission in the Oman Sea.
'Deterrent factor'
The move is the latest show of military strength by Iran, as it marks the 40th anniversary of the Islamic Revolution at a time of heightened tensions with the United States. Maysam Bizar, a Tehran-based journalist and political observer, said that while it is an "old tradition" in Iran to launch new military equipment during the anniversary of the revolution, Sunday's unveiling of the submarine takes a more significant meaning. "There are definitely messages, which are being conveyed to Washington, DC," Bizar told Al Jazeera, saying it could well be a "deterrent factor" by Iran against US warships in the region.
The US and other European countries have repeatedly warned against Iran's missile programme. The US has claimed that the missiles are capable of carrying nuclear warheads. Iran's missile programme is not covered by the 2015 nuclear agreement with world powers, and Tehran insists that it is purely for defensive purposes. UN nuclear inspectors have also said that Iran is not pursuing any nuclear weapons and has continued to abide by the nuclear agreement. Since the US decision to withdraw from the 2015 deal and reimpose sanctions, Iran has ramped up its missile development.
Earlier this month, Iran announced that it successfully tested a new cruise missile, Hoveizeh, with a range of up to 1,350km. Days later, it also unveiled a surface-to-surface missile, the Dezful, with a shorter range of 1,000km. Iran has so far set a 2,000km limit to its missiles - a range capable of reaching Israel and Western military bases in the Middle East, but not the US. According to experts, an Iranian missile requires a 10,000km range to reach the US. The US has pointed to these recent missile activities in its efforts to convince Europe and other countries to withdraw from the nuclear deal. But Europe has resisted the pressure, saying that staying within the nuclear deal gives it more diplomatic leverage to convince Iran to curb its missile programme.
