A GLOBAL war is being waged against a pandemic that may change the world. Thousands of people have already perished across the continents and the numbers are multiplying by the hour. There is hardly any country — from the most developed to the poorest — that has been spared.
It’s the biggest catastrophe in recent times and its full impact is yet to be felt. The coronavirus has devastated, among others, the world’s mightiest economic and military powers that have now become the epicentre of the contagion. According to official estimates, the death toll in the US alone could reach anywhere between 100,000 and 200,000. The situation in the eurozone is not very different.
A leaked British government report, published by the Financial Times, had even outlined an extreme scenario which sees up to 80 per cent of the UK public being infected, leading to 500,000 deaths. The exponential rise in the death toll in Italy, Spain and France demonstrate the fierceness of the calamity. The same report has quoted a Harvard professor predicting that between 40pc and 70pc of people worldwide would likely be infected in the coming year.
The coronavirus has devastated the world’s mightiest economic and military powers.
For poorer countries like Pakistan, the statistic has become irrelevant given the abysmal public health services and lack of capacity to deal with the enormity of the challenge. The economic and social cost of the pandemic for less developed countries is incalculable. Many of them may fall further into poverty. Merely containing the virus may not be the end of the problem.
While the present wave of infection has still not peaked, another wave remains a real possibility that reinforces the view that it is going to be a long battle. The only known approach to effectively addressing the disease is social distancing and there is always a very short window where the measure could help contain the virus. Many countries have paid a huge price for missing that short window.
While the number of reported cases in Pakistan may still be comparatively low, a greater disaster is waiting to happen. Many experts believe that we have already missed that short window because of our delayed actions and the prime minister’s voodoo approach. Imran Khan’s recent address to the nation amplified the crisis of leadership in the country in times of one of the most serious crises the country has ever confronted.
He has continued with his anti-lockdown narrative, aggravating the policy confusion. That is the last thing the country needs at this moment. What is not being understood is that it is primarily a public health crisis and must be addressed on a priority basis. It cannot be dealt with unless social distancing is strictly implemented, however high the economic cost may be.
Nothing could be a greater disaster for the economy and the poorest segments of society than the uncontrollable spread of the disease. The signs are already there with the rising number of locally transmitted cases. It is not surprising that a major source of the local spread of infection can be traced to a group that had recently gathered at Raiwind for the tableeghi ijtima. What is more worrisome is that no one talks about it. It has contributed to the spread of infection beyond our boundaries, with two cases of the disease in the Gaza Strip being traced to the same congregation.
It may take years or even a generation for the world to recover from its aftermath. The crisis has amplified existing challenges and vulnerabilities that require a global response. A major lesson is that the threat to human security caused by such epidemics is beyond geographical and national boundaries. It must change the whole concept of national security. It is not military power that saves nations from catastrophes that take a far greater toll in terms of human life than do the world’s battlefields. In its severity, the crisis caused by the coronavirus could be compared with the effects of the Second World War.
Further along the disease trajectory, the economic costs are much higher. According to some estimates, the global GDP could shrink by almost 2pc as a result of the pandemic. The situation looks much bleaker as it is nearly impossible to have a clear idea of the shape of things to come given the multiple dimensions of the crisis.
It remains to be seen how a public health emergency, combined with global recession, can change politics around the world. While world leaders grapple with ways to deal with the coronavirus pandemic and its fallout, the crisis certainly seems to have slowed down international and regional conflicts for now at least. Epidemics of such huge dimensions have in the past often changed the course of history, as have other catastrophes like the two world wars.
The devastating effect of the coronavirus should serve as a wake-up call for the world, which must now concentrate on human development rather than building its military might. While ignoring public health, climate, environmental and other social issues, countries have been spending most of their money on weapons and boosting defence capabilities.
According to a report of the Stockholm International Peace Research Institute, the total world military expenditure had risen to $1,822 billion in 2018, representing an increase of 2.6pc from the previous year. While the US is obviously the biggest spender, there are other countries too that have spiked their defence budgets, fuelling regional tensions. For them, public health has remained a low priority.
But the coronavirus has exposed the vulnerability of even militarily powerful countries. For example, with all its resources, the US is finding it hard to contain the infection. The world’s mightiest military power appears helpless in the face of the virus attack. This battle, which may take a much larger human toll, can only be fought successfully through greater international cooperation.
It is also the time for Pakistan to reset its priorities. To be truly secure, it needs not only to strengthen its economic, food and environmental security but also to invest more in public health. Being a nuclear country and congratulating itself on being the sixth largest military force cannot help it fight this public health battle.

When the idea of a separate state or states to safeguard the interests of Muslims of India was first officially adopted by the Muslim League at its annual session in March 1940 it met with strong opposition not only by the Congress and other Hindu parties but also by the British as well as Muslim religious parties including Jamaat-e-Islami, Jamiat Ulama-e-Hind, the Ahrars as well as Khaksars. The latter made two attempts on Jinnah’s life and even succeeded in wounding him on one occasion. In August 1942, the Akali Sikh leader Gayani Kartar Singh proclaimed in Amritsar, ‘If Pakistan is foisted upon the Sikhs with the help of British bayonets, we shall tear it into shreds as Guru Gobind Singh tore up the Mughal Empire’ (‘A History of the Sikhs, vol. 2, by Khushwant Singh, New Delhi, 1991, p. 252).
Master Tara Singh threatened a Sikh uprising and declared an ‘Anti-Pakistan Day’ on 11th March 1947. In a fiery speech from the steps of the Provincial Legislature he denounced Muslims, Jinnah and Pakistan ‘Our motherland is calling for blood and we shall satiate the thirst of our motherland with blood —- I have sounded the bugle. Finish the Muslim League’. He then proclaimed the Sikh slogan ‘Raj karay ga Khalsa baki rahay na ko’ (only the pure Sikhs will rule; no one else will survive) and proceeded to hack down the pole bearing the Muslim League flag and tore the banner to shreds with his kirpan (dagger) to the shouts of Pakistan Murdabad —- death to Pakistan (The Punjab Boundary Force and the Problem of Order, August 1947, vol.8, by Robin Jeffrey, as quoted by French).
How Pakistan came into being despite such formidable opposition is a question that is often asked. The simple answer lies in the conviction and resolve of the Muslims of India to have a space of their own where they could live freely, without being dominated by the Hindus. Exhausted by the long war, Britain realized she could no longer hold on and decided to give India her freedom. It only remained to be decided in what form power should be transferred to avoid chaos and possible civil war.
A country-wide election to the Central and Provincial Assemblies was held at the end of 1945 in which the Congress Party fielded candidates on the Muslim as well as non-Muslim seats for a united India. Muslim League, on the other hand, contested only in the seats reserved for the Muslims as did various other Islamic religious and regional parties like the Unionists, that had opposed the creation of Pakistan.
Muslim League won eighty-seven percent of the Muslim votes cast and every single seat reserved for them in the Central Assembly. It also won 428 of the total 492 (87 percent) seats in the Provincial Assemblies. In Sind, it won all but one seat. In Bengal, the League collared ninety percent of the vote. In NWFP it fell one vote short of a majority in the Assembly and Dr. Khan Sahib of the Khudaee Khidmatgars formed the government with the help of the Congress Party. In Punjab, the League bagged 79 of the 86 seats reserved for Muslims and was the largest party in the Assembly but the Governor called on Sir Khizar Hayat Tiwana, who’s Unionist Party had only ten seats, to form the government in collaboration with Congress and assorted Hindu and Sikh groups.
The election firmly established two facts —- that the Muslims did not want to be a part of Hindu-dominated united India and secondly, it was only the Muslim League that represented the interest and aspirations of their vast majority. There were intelligence reports that the Congress was soon going to embark on plans to overthrow the government through
a large-scale mass movement. Viceroy Wavell cabled Pethick-Lawrence, the British secretary of state that Congress leaders had been making speeches ‘intended to provoke or pave the way for mass disorder —- asserting that the British could be turned out of India within a very short time; denying the possibility of a compromise with the Muslim League; glorifying the INA; and threatening the officials who took part in the suppression of the 1942 disturbances with trial and punishment as war criminals’ (Transfer of Power Documents 1942 – 1947, Vol VI, p. 451).
Wavell assessed the political situation in India at the time as: ‘Congress feel that HMG dare not break with them —- their aim is power and to get rid of British influence as soon as possible, after which they think they can deal with both Muslims and Princes; the former by bribery —- and if necessary by force; the latter by stirring up their people against them. —- They will continue —- until they consider themselves strong enough to —- revolt against British rule’. (Transfer of Power Documents, Volume IX, pp. 240-2).
The British Prime Minister, Clement Attlee thought, ‘The situation might so develop as to result
in a civil war in India, with all the bloodshed which that would entail’ (Transfer of Power Documents 1942-1947, Vol. IX, P. 319). He had decided to hand over power to avoid such an eventuality. He would have much preferred if India remained united but when the Cabinet Mission failed in 1946, the only option left open was to partition the country. To get the Congress Party to agree to it, the latter was assured that it will be done in such a way that Pakistan will not be a viable country and unlikely to survive for long.
Mr. Gandhi had dispatched an emissary from his own entourage, Sudhir Ghosh, to London to liaise privately with the Labour Government. While studying at Cambridge he had established durable links with Quakers and Labour politicians, including Pethick-Lawrence and Cripps. Privately, the former considered him a ‘vexatious embarrassment’ while Wavell referred to him as ‘that little rat’ and a ‘snake in the grass with a very swollen head’. Nonetheless, he remained Mr.Gandhi’s man for making back-room deals with the Labour Party. His first mission was to arrange for the removal of Wavell and replace him with someone more acceptable to Congress.
A telephone conversation between Vallabhbhai Patel in Delhi and Sudhir Ghosh in London on 28th August was intercepted and reported to Wavell. In it Patel was heard saying ‘Cripps had promised if there was any disturbance in Calcutta, he will order Section 93 (dissolution of Muslim League Government and the imposition of Governor’s Rule in Bengal). What is he doing’? Ghosh told him that Cripps was out of the country but he would take up the matter with another minister. Patel then told him to remain in the country and await further orders ‘We are taking charge on 2nd September’ (Liberty or Death: India’s Journey to Independence and Division, by Patrick French, p. 254). There could not be clearer evidence that at least some members of the Labour Government were colluding with the Congress.
Earlier, Wavell had recorded that the Cabinet Mission had been ‘unable to remain really impartial’ and had been ‘living in the pocket of Congress’, further concluding the Mission ‘might have succeeded had Cripps and Pethick-Lawrence not been
so completely in the Congress camp’ (Wavell: The Viceroy’s Journal, edited by Penderel Moon, pp. 287, 324). Jinnah wrote to Attlee, with a copy to Churchill that the conduct of the Cabinet Delegation had ‘impaired the honour of the British Government and shaken the confidence of Muslim India’ and ‘shattered their hopes for an honourable and peaceful settlement’ (Transfer of Power Documents, Vol. VII, p. 527).
Wavell sent transcripts of the intercepts of telephone conversations Ghosh had with Gandhi to Attlee, with a note of protest stating ‘I cannot continue to be responsible for the affairs in India if some members of your Government are keeping in touch with the Congress through an independent agent behind my back’ (Transfer of power Documents, VIII, pp. 328-9). It had become a familiar refrain. There had been frequent complaints from him and his staff about the ‘lack of realism and honesty’ on the part of the cabinet in London (Wavell: pp. 397-409).
Sudhir Ghosh did not cut much ice with Secretary of State for India, Lord Pethick-Lawrence but found Attlee ‘a great deal more understanding’, who told him in early September 1946 that ‘there was a good case for a new viceroy but there was no sense in making a change unless he was in a position to find someone who was obviously better than the present occupant of the post’ (The Collected Works of Mahatama Gandhi, VXXXV, p. 518). The Transfer of Power record, as well as Wavell’s own journal, is replete with pleas and exhortations on the subject while stressing the need for honesty, fair play and justice. Wavell was no politician and obviously had not adjusted to their ways. It made him an obstacle both for Congress as well as the British Government and the time had come for him to go home for their scheme to be put into effect as envisaged.
After the Japanese surrendered, Nehru had gone to Burma as a guest of Mountbatten. Following their discussions, Krishna Menon, who was an influential member and councilor for the Labour Party in Britain, conveyed it to the British Minister and Congress sympathiser, Stafford Cripps in a secret meeting that Mountbatten’s selection would be most acceptable to Congress (Freedom at Midnight, by Larry Collins and Dominique Lapierre, foot note p.19). In mid-December 1946 Attlee sounded out Mountbatten to replace Wavell as the viceroy in India.
He took over on 24th. March 1947 while still remaining in regular contact with Krishna Menon. In one of his letters to Mountbatten after a meeting with Attlee, Menon informed him: ‘no lack of desire on the part of the P.M to be of assistance. I found there and everywhere else that the Fuhrer (Jinnah) had overplayed his hand’ (Transfer of Power Documents, Vol. XII, p.255). The Congress Party had already agreed to the creation of Pakistan composed of provinces having a majority of Muslims provided parts of Punjab and Bengal, where Muslims were in minority, were joined with India.
There is evidence to suggest that based on assurances given to them, Congress leaders accepted Pakistan only as a stopgap measure. In a letter to India’s representative in China, K. P. S Menon on 29th April 1947, Nehru wrote that he was in no doubt eventually India would have to become one country and it could well be that Partition was but a stepping stone on the path towards that goal (Nehru: The Making of India, by M. J. Akbar, London, 1989, p. 405).
To ensure this happened, India withheld Pakistan’s share of finances and other assets after independence. Field Marshal Sir Claude Auchinleck, who became Supreme Commander of both India and Pakistan after Partition reported to Whitehall on 28th September 1947: ‘I have no hesitation whatever in affirming that the present India Cabinet are implacably determined to do all in their power to prevent the establishment of the Dominion of Pakistan on a firm basis. In this, I am supported by the unanimous opinion of my senior officers, and indeed by all British officers cognizant of the situation, (Auchinleck, by John Connel, London, 1959, p. 1379).
British complicity in the nefarious scheme is clear from minutes of the meeting Mountbatten had with the Provincial Governors on 15th April 1947. In it he told them ‘—— partition of India would be a most serious potential source of war. —– A quick decision would also give Pakistan a greater chance to fail on its demerits. The great problem was to reveal the limits of Pakistan so that the Muslim League could revert to an unified India with honour’. When the Acting Governor of Bengal informed him that in the event of partition, ‘Eastern Bengal alone was not a going concern and never would be. It could not feed itself —- It would become a rural slum —- Muslims knew it as well as Hindus, so they felt that the object of the cry (by the Hindus) to partition Bengal was to torpedo Pakistan’, Mountbatten replied, ‘Anything that resulted in torpedoing Pakistan was of advantage in that it led the way back to a more common-sense solution’ (Transfer of Power Documents, Vol. X, pp. 242 -244, 250 and Shameful Flight, by Stanley Wolpert, p. 142).
It had been originally announced that the transfer of power was to take place on 30th June 1948. Citing the example of Irish independence when Britain had taken more than two years just to agree on the modalities of the transfer of power to Ireland, Jinnah asked for more time. Instead, for good measure, Mountbatten advanced the date to 15th August 1947 giving Jinnah less than two months to set up a new country! Not only that, eight tehsils in central Punjab adjoining Pakistan, including Ajnala, Gurdaspur, Batala, Jullunder, Nakodar, Ferozepur, Zira, Fazilka and parts of Shakargarh and Lahore where Muslims were in majority, were all awarded to India to ensure the latter had access to Kashmir and control of rivers flowing into Pakistan.
Over and above all this, even before she could get established, Pakistan had to accommodate and settle nine million destitute refugees from India. The fact that she survived and prospered and continues to do so against all odds can only be attributed to the resilience, fortitude, determination, unity of purpose and spirit of sacrifice of her people.

ISLAMABAD: Pakistan on Saturday made public a dossier containing `irrefutable proofs’ of the Indian sponsorship of terrorism in Pakistan and called on the world to stop India’s rogue actions for saving the region’s peace and security.
Foreign Minister Shah Mehmood Qureshi, accompanied by military spokesman Maj Gen Babar Iftikhar, while sharing salient features of the dossier with the media at a presser at the Foreign Office, emphasised that the world could not afford to ignore India’s “rogue behaviour” and said Pakistan reserved the right to defend itself in every possible way.
Pakistan has accused its arch-rival neighbour of aiding and abetting terrorism for destabilising the region in the past as well, but this time the allegations are backed by specific evidence of financing, training, harbouring, and weapons supply in the shape of copies of correspondence, bank transactions and communication intercepts.
“The [specific] evidence presented by Pakistan provides a concrete proof of Indian financial and material sponsorship of multiple terrorist organisations, including UN-designated terrorist organisations Jamaat-ul-Ahrar, Balochistan Liberation Army and Tehreek-i-Taliban Pakistan,” explained Mr Qureshi.
The dossier exposing India’s real face before the international community was being shared with the United Nations (UN), Organisation of Islamic Cooperation (OIC), the five permanent members of the UN Security Council (UNSC) as well as other influential world capitals, he said.
Diplomats, military and intelligence officials of India had been working with the Pakistan-centric terrorist groups based in Afghanistan, it stated. The dossier has been made public before Prime Minister Imran Khan’s expected visit to Kabul next week.
The foreign minister, in a tweet after the presser, said: “This one-sided narrative ends today. For too long India has gotten away with state-sponsored terrorism & cultivating seeds of hatred across the border”.
“Today we presented irrefutable evidence to the world on Indian state’s insatiable appetite for terrorism, violence and instability, funding banned organisations, arming terrorists, savage attacks on innocent civilians and desperately trying to lobby against Flag of Pakistan’s growing global role of peace and progress; India has become a rogue state. It is time the world wakes up to an Indian state that is only incredible in its fanaticism,” he maintained.
World can’t stay silent: Imran
Later in the evening, Prime Minister Imran Khan expressed the hope that the world after
looking at the “irrefutable evidence” given by Pakistan would not be able to remain “indifferent or silent” and would “force India to end its terrorism and bring to justice those responsible for killing thousands of innocent people in Pakistan”. “Our resilient and courageous security agencies and forces will continue to give their all to protect our people,” he underscored.
The foreign minister earlier told the presser that the recent spike in terrorist attacks, especially the incidents in Quetta and Peshawar, were the manifestation of India’s ‘grand design’. He said India was doing so to destabilise Pakistan, disrupt its journey towards economic revival, cause political upheaval, and sabotage China-Pakistan Economic Corridor.
Consortium of terror groups
These actions, the minister said, were being directed by a special cell that works directly under Indian Prime Minister Narendra Modi. He said the cell had so far distributed Rs22 billion among the terrorist groups.
Mr Qureshi feared another spike in terrorist attacks in Pakistan, particularly in Karachi, Lahore, and Peshawar, over the next few months as India was attempting to build a consortium of terrorist groups including TTP and Baloch militant organisations BLA, BLF, and BRA. India, he said, a few months back facilitated reunification of the TTP, Jamaat-ul-Ahrar, and Hizb-ul-Ahrar.
He said a 700-member strong militia, working under 10 personnel of India’s prime intelligence agency Research and Analysis Wing (RAW), had been raised for targeting CPEC projects.
The Pakistan military spokesman, Maj Gen Babar Iftikhar, said as part of efforts to create terror consortium, Indian intelligence officer named Col Rajesh, working at Indian Embassy in Afghanistan, held four meetings with commanders of these terrorist organisations to coordinate and intensify their activities in Karachi, Lahore, and Peshawar in November and December.
The ISPR DG further said Indian intelligence agencies were trying to establish ‘Daesh-e-Pakistan’. In this regard, he said, 30 Indian Daesh militants were relocated from India to various camps along Pakistan-Afghanistan border by two Indian intelligence agencies operatives. These militants, he said, were handed over to Daesh Commander Sheikh Abdul Rahim alias Abdul Rehman Muslim Dost.
He said the Indian ambassadors in Afghanistan had been regularly supervising various terrorist activities. In one such instance, he said, Indian ambassador to Afghanistan and Consular in Jalalabad discussed with collaborators about providing financial support to TTP and Baloch dissidents.
Terror financing
Maj Gen Babar also gave specific details about terror financing by RAW. He cited two transactions made through Indian Banks – an amount of $28,000 was transferred by Punjab Bank India, while in the second instance a transaction of $55,851 was made by Mr Manmeet (an Indian national) from Indian Bank, New Delhi was received at Afghanistan International Bank.
Showing letters in Dari, the military spokesman, said India paid $820,000 to TTP leadership through its collaborators.
He said $60 million was spent on raising militia for sabotaging CPEC. Similar payments were made to the sub-nationalists in Balochistan to cause unrest in Pakistan, he said. He also referred to the confessional statement of Sarfraz Merchant and Tariq Mir, which revealed that RAW had funded Altaf Hussain for terrorism in Karachi.
Arms, suicide jackets supply
The Pakistan military spokesman also touched upon the weapons and ammunition and other arms provided by India to terrorist groups. He said recently a RAW-sponsored network of six terrorists was unearthed that had linkages with the attack on Pakistan Stock Exchange (PSE) and is also involved in delivery of suicide jackets to various terrorists groups operating in Pakistan besides undertaking terrorist activities.
Citing the confessional statement of MQM militant Ajmal Pahari, Gen Iftikhar said India had been providing weapons and ammunition to the Altaf Hussain-led Group. He said Pahari had confessed that India ran four training camps for Altaf-led group militants at Deradhun, Haryana, in North and North-East India. About 40 terrorists belonging to his group had received training in India, he said, adding that the terrorists used to travel to New Delhi through a third country.
“We also have the evidence of RAW providing weapons, ammunition and IEDs to TTP Commanders. The letter in Dari reads that TTP leaders after collecting the weapons reached back their safe locations after crossing the border into Pakistan,” he said, adding that a letter included in the dossier shows that a RAW agent had been instigating the residents of tribal districts in Khyber Pakhtunkhwa province to send young men to Afghanistan for militancy training. The letter in Dari reveals that RAW handlers also delivered improvised explosive devices (IEDs) and weapons in the bordering areas of Waziristan during his visit, he added.
He said Indian intelligence agencies were running 87 terrorists’ camps targeting Pakistan.
Sixty six of the 87 terrorist camps were located in Afghanistan, whereas the 21 others were functioning in India, he pointed out.
A former Indian ambassador and an Indian army general visited a Baloch militants’ training camp in Haji Gak area in Afghanistan, which housed 150 militants, he said. India spent $30 million to establish a camp in Sarhad Leva Kandahar for Baloch dissidents. A letter in Darri showed that RAW was responsible for provision of weapons and ammunition for which four helicopters were utilized, he explained.
About RAW’s involvement in terrorist attacks in Balochistan, he said that the BLA and the BLF attacked Pearl Continental (PC) Hotel in Gwadar on May 11, 2019. The attack had been planned by RAW officer Anurag Singh for which $500,000 was spent by the Indian intelligence agency, he added.
The attacker Hamal Nawaz used an Afghan phone number and remained in contact with an Indian phone number during the attack. He said the attack was masterminded by Dr Allah Nazar and Aslam Achoo, both of whom had travelled to India on fake Afghan passports. Aslam Achoo, he said, remained admitted in Indian hospital while he travelled under the cover name of Abdul Hamid, while Allah Nazar travelled to India under the cover name of Haji Nabi.
The Pakistan military spokesman disclosed that the investigation in the attack on Agriculture University in Peshawar on October 26, 2017 led to masterminds of Army Public School attack. RAW, he said, for planning the attack on the agriculture university had hired three facilitators including Malik Faridoon who was also involved in the planning of the school attack. He said Malik Faridoon had visited the Indian consulate in Jalalabad after the APS attack, while he also visited India for medical treatment in 2017 where he remained admitted in Primus Hospital.
He said tangible evidence showed that RAW was involved in subversive activity in Kashmir and Gilgit-Baltistan. “India has for long been endeavouring to create unrest in GB. In the context of provisional provincial GB status being discussed in Pakistan, on 28 Sep 2020, an important meeting was held in Ministry of Home Affairs (New Delhi), to deliberate upon the methodology to trigger negative reactions,” he said and gave the details of the plan chalked out to pre-empt the development.
He said Indian foreign missions in Financial Action Task Force (FATF) member countries also extensively lobbied with the host countries prior to FATF meetings to undermine Pakistan’s achievements and push for its grey/ blacklisting.

ARMY HUDDLE EXPRESSES RESOLVE TO DEFEND AGAINST ANY MISADVENTURE AMID TENSION WITH INDIA

The military's top brass on Tuesday expressed the resolve to defend the country against any "misadventure" amid renewed tensions with India and ceasefire violations along the Line of Control (LoC).
The resolve was conveyed at a Corps Commanders Conference chaired by Army Chief Gen Qamar Javed Bajwa at the GHQ today. The Inter-Services Public Relations (ISPR) on Twitter said the forum reviewed the geo-strategic, regional and national security environment and discussed matters related to internal security, the situation along borders including the LoC
and Indian atrocities in occupied Kashmir. The meeting also reviewed the progress in the Afghan peace process.
The military commanders "showed serious concern in the wake of irrefutable evidence of Indian state-sponsored terrorism and efforts to destabilise Pakistan", according to the ISPR. They termed Indian efforts to sabotage the China-Pakistan Economic Corridor (CPEC) and its "involvement in financing and training of terrorist organisations for fomenting unrest in Pakistan, especially in AJK, GB and Balochistan" as an "affront to peace and security in the region".
Earlier this month, Pakistan unveiled evidence of India’s sponsorship of terrorism in Pakistan and shared specific details in this regard with the United Nations, the five permanent members of the UN Security Council, and the Organisation of Islamic Cooperation. The dossier had also revealed India’s planning for sabotaging CPEC. Foreign Minister Shah Mehmood Qureshi, while presenting the dossier before the press, had said that New Delhi had sponsored raising of a
700-member militia for targeting the CPEC that worked under 10 RAW personnel.
Military spokesman Maj Gen Babar Iftikhar had then said that $60 million was spent by India on raising the anti-CPEC militia. While deliberating upon a recent surge in ceasefire violations by Indian troops,
the forum resolved to take "all measures necessary" to protect the population living along the LoC from Indian firing "deliberately targeting civil population". The "forum expressed strong will, resolve and determination to defend the motherland against any misadventure", the ISPR said.
The conference also discussed the Covid-19 situation and measures required to confront the pandemic's second wave. The army chief "specifically directed all commanders to ensure measures to support the national effort", according to the military's media wing. “Pakistan Army with support of state institutions and the nation is fully prepared to thwart all internal and external challenges. It is our duty to transform these challenges into opportunities for the stability and prosperity of the people of Pakistan,” Gen Bajwa was quoted as saying.
ARMY PUT ON HIGH ALERT AMID THREAT OF INDIAN STRIKE

ISLAMABAD: Amidst a possible threat of another attempt by India to conduct a surgical strike inside Pakistan’s territory, Pakistan Army has been put on high alert, informed sources told Dawn on Wednesday.
They said that after facing humiliating defeat in Ladakh and Doklam, India was preparing to launch another attack on the Line of Control (LoC) and across the Working Boundary at Pulwama, posing a threat to the regional peace and stability.
Meanwhile, Indian forces initiated ceasefire violations later in the day, martyring two Pakistan Army soldiers and injuring a civilian woman in different areas of Azad Jammu and Kashmir, officials said.
The Inter Services Public Relations in a tweet identified the soldiers as Lance Naik Tariq, 38, and Sepoy Zaroof, 31. Pakistani forces responded befittingly to the ceasefire violations, added the ISPR.
In Taai village, Nasim Fatima was injured, a police official told Dawn. An official said a “false flag operation” was being planned by India to divert the world’s attention from several of its internal issues, including the ongoing farmers’ protest, its treatment of minorities, atrocities committed by Indian forces in occupied Kashmir and criticism of its policies by international institutions and media.
“India may at any time repeat a Pulwama-like drama to divert attention from the internal problems and was planning an action along the LoC and Working Boundary,” he said.
In 2016, India had claimed to have carried out a surgical strike on the LoC, a claim rubbished
by Pakistan. Similarly, on Feb 26 last year, India had tried to launch a similar operation against Pakistan but failed and two of its planes had been shot down by Pakistan Air Force. Indian pilot Wing Commander Abhinandan was arrested and later released.
The sources said India had committed 9,215 ceasefire violations between 2014 and 2019, involving 1,403 casualties. India has so far this year committed 2,830 ceasefire violations, with the number of civil casualties totaling 271.
The decision to put the army on high alert comes days after the Indian government approved the creation of a new post of deputy chief of strategy at the army headquarters as per a plan envisaged during the Doklam crisis with China in 2017, besides creating the position of director general information warfare who will also be dealing with media affairs.
‘Is India becoming a fascist state?’
In a related development, speakers at a global virtual seminar on Wednesday discussed the question, “Is India becoming a fascist state?” in response to the rising authoritarian tendencies of the Modi government and human rights violations in the country.
“The erosion of civil liberties, the aggression of police and the increasing politicisation of the judiciary mean that people are now seriously asking, ‘Is India slipping towards fascism? As a friend of India, Australia and Australian politicians should support those voices from India and the diaspora who commit to our shared values of democracy, liberty and rule of law,” NSW MP David Shoebridge said in his opening statement on the significance of the event.
Greens Foreign Affairs spokesman and Federal Senator Janet Rice said that human rights were fundamental and must be protected in all countries and for all people.
“Sadly in India, as in many countries around the world, people’s human rights are frequently not respected. We are particularly concerned at the impacts on religious minorities, political opposition groups, indigenous peoples and other vulnerable communities,” he added.
He said the forum was an important opportunity to hear from human rights advocates and a range of voices from around the world.
Australia’s former senator Lee Rhiannon said there has been an alarming decline in democratic and secular standards in India. “I am often asked ‘Is the Modi government promoting a fascist vision for India?’ I understand why people ask this question,” she wondered.
Ms Rhiannon said massive detention centres have been constructed in India for the millions deemed to be non-citizens under new laws. “Minorities are being killed. In occupied Kashmir,
in addition to the unilateral abrogation of Article 370 of the Indian constitution, the entire population of the region has been deprived of their right to freedom of expression and opinion through protracted communication restrictions, in place for the past year. These actions are compounded by a censored media, continuing detention of political leaders and a compromised judicial system. This forum is timely. The global community needs to be informed,” she added.
Shaffaq Mohammed, a British politician of Kashmiri heritage who served as a Liberal Democrat Member of the European Parliament (MEP) for the Yorkshire & Humber region from 2019 to 2020, compared the fascism in Europe that led to the killing of around six million Jews and the ideology of Hindutva targeting minorities in India, especially Muslims.
He talked about the brutal lockdown now for more than a year imposed in Indian Illegally Occupied Jammu and Kashmir following the revocation in August 2019 of Articles 370 and 35A that gave the region special status and autonomy.
In January this year, Shaffaq Mohammed was the lead proposer of a resolution against the Indian Citizen Amendment Act that gained the support of the main five political groups that made up the 750-seat European Parliament.
US Congresswoman-elect Marie Newman, who won election in Illinois’s 3rd congressional district to the United States House of Representatives as the Democratic nominee, talked
about the change in the US and assured her full support to rights groups calling for accountability of the Indian government with respect to human rights in the country. Suchitra Vijayan, the founder and Executive Director of The Polis Project who writes about war, conflict, foreign policy, politics, literature and photography, listed the increasing fascist policies of the Modi government and its total control on the judiciary, law enforcement and mass media in India in order to suppress the voices of dissent in the country.
Raju Rajagopal, co-founder of Hindus for Human Rights, talked about the cooperation of civil society activists from Indian diaspora to coordinate their efforts on a global level fighting against Hindutva ideology and creating awareness of human rights abuses in India by the Modi government amongst the international community.
Professor Anjali Arondekar, a professor of Feminist Studies and director of Centre for South Asian Studies, University of California, Santa Cruz, talked about the caste-based politics in India and discrimination, oppression and marginalisation of low caste Indians and other minorities, including Muslims, by the incumbent BJP government.
The round table was organised by a broad international coalition comprising Australia-based The Humanism Project, Indian American Muslim Council, Hindus for Human Rights, US, and Amnesty International, Australia.

The Foreign Office (FO) on Tuesday said the Indian government had escalated its anti-Pakistan campaign — marked by false narratives, concocted evidence and orchestration of false flag operations — after Islamabad made public a dossier containing "irrefutable proof" of Indian sponsorship of terrorism in the country.
The statement was issued in response to media queries regarding the reported briefing to a group of foreign envoys at the Indian Ministry of External Affairs on the so-called attempted terrorist attack in Nagrota district in occupied Kashmir, FO spokesman Zahid Hafeez Chaudri said. A day earlier, India's Foreign Secretary Harsh Shringla had briefed a select group of foreign envoys about Pakistan's alleged role in the incident that occurred on November 19, Times of India reported. "The purported briefing by the Indian Ministry of External Affairs is yet another attempt to mischievously implicate Pakistan in some alleged planned attack occupied Kashmir," the FO spokesman said.
"The completely baseless and unsubstantiated Indian allegations are nothing but a reflection of desperate efforts on India’s part to salvage its false terrorism narrative against Pakistan, and to divert international attention from its state terrorism in the occupied valley and state-sponsorship of terrorism against Pakistan. "Pakistan has been consistently sensitising the international community regarding the possibility of India undertaking a false flag operation with the intention to implicate Pakistan and jeopardising regional peace and security. We forewarn the world community once again."
The spokesman added that Pakistan will continue exposing India and will not let the world community be misled by Indian propaganda. "The world community, including the United Nations counter-terrorism mechanisms, must act on the dossier presented by Pakistan with incontrovertible evidence of Indian state sponsorship of terrorism," he said.
Indian Prime Minister Narendra Modi on Friday had claimed that a terrorist plot was “thwarted” after four “terrorists” belonging to Jaish-e-Mohammad (JeM) were “neutralised” by Indian security forces.
A day later, the FO had rejected as “unsubstantiated” Delhi’s allegations linking Pakistan to the purported botched terrorist attack in occupied Kashmir. The Indian Chargé d’Affaires was summoned to the FO to reject the allegations that were initially levelled by the Indian premier and repeated by the Ministry of External Affairs when the Pakistani envoy in Delhi was called for registering protest over the so-called planned attack. The FO said Indian allegations were meant to “mischievously implicate” Pakistan in what is being claimed as a “foiled attack” in Nagrota in occupied Kashmir.
China had also rushed to shield Pakistan from Modi’s allegations by recalling “positive contributions” made by Islamabad against global terrorism. “China appreciates the positive contribution by Pakistan to the international counter-terrorism cause, firmly supports Pakistan in cracking down terrorist forces. Attempts that aim to sabotage [China-Pakistan Economic Corridor] are doomed to fail,” Chinese Foreign Ministry spokesman Lijian Zhao had said.
Dossier on Indian terrorism in Pakistan
Earlier this month, Pakistan made public a dossier containing "irrefutable proof" of the Indian sponsorship of terrorism in Pakistan and called on the world to stop India’s rogue actions for saving the region’s peace and security. Foreign Minister Shah Mehmood Qureshi, accompanied by military spokesman Maj Gen Babar Iftikhar, while sharing salient features of the dossier with the media at a presser at the Foreign Office, emphasised that the world could not afford to ignore India’s “rogue behaviour” and said Pakistan reserved the right to defend itself in every possible way.
Pakistan has accused its arch-rival neighbour of aiding and abetting terrorism for destabilising the region in the past as well, but this time the allegations are backed by specific evidence of financing, training, harbouring, and weapons supply in the shape of copies of correspondence, bank transactions and communication intercepts.
“The [specific] evidence presented by Pakistan provides a concrete proof of Indian financial and material sponsorship of multiple terrorist organisations, including UN-designated terrorist organisations Jamaat-ul-Ahrar, Balochistan Liberation Army and Tehreek-i-Taliban Pakistan,” Qureshi explained.
The foreign minister earlier told the presser that the recent spike in terrorist attacks, especially the incidents in Quetta and Peshawar, were the manifestation of India’s ‘grand design’. He said India was doing so to destabilise Pakistan, disrupt its journey towards economic revival, cause political upheaval, and sabotage CPEC.
These actions, the minister said, were being directed by a special cell that works directly
under Indian Prime Minister Narendra Modi. He said the cell had so far distributed Rs22 billion among the terrorist groups. Later, Prime Minister Imran Khan had expressed the hope that the world after looking at the “irrefutable evidence” given by Pakistan would not be able to remain “indifferent or silent” and would “force India to end its terrorism and bring to justice those responsible for killing thousands of innocent people in Pakistan”. “Our resilient and courageous security agencies and forces will continue to give their all to protect our people,” he underscored.

Army Chief Gen Qamar Javed Bajwa on Wednesday stressed the importance of protecting the country from "fifth generation warfare and hybrid application by anti-Pakistan elements against Pakistan’s vital interests", the army's media wing tweeted.
The army chief was chairing the Corps Commanders Conference, where participants were briefed about the progress of Operation Radd-ul-Fasad, Covid-19, locusts control measures and the regional situation among other matters.
"COAS stressed upon the need to enhance combat readiness levels in the wake of evolving strategic and regional milieu. Fifth generation warfare and hybrid application by anti-Pakistan elements against Pakistan’s vital interests must be safeguarded in synchronisation with government policies, COAS reiterated," a tweet by the director-general of the Inter-Services Public Relations Maj Gen Babar Iftikhar read.
Furthermore, the forum also discussed the increasing number of ceasefire violations that targeted civilians across the Line of Control as well as the "blatant human rights violations in Indian Illegally Occupied Jammu and Kashmir [both of which] were noted as major cause of concern for regional peace and stability".
The impact of Afghanistan's security situation on that of Pakistan also came under discussion.
Gen Bajwa also lauded the armed forces' "operational readiness and sustained efforts" for flood relief as well as security arrangements on Ashura.
"Forum expressed satisfaction over positive developments/indicators in all domains and improved security situation across the country," said a tweet by DG ISPR. The army chief also "appreciated high state of morale in the army and directed commanders to ensure welfare of troops during prolonged/extensive operational and internal security deployments". 11th Indian quadcopter shot down near LoC
Also on Wednesday, Pakistan Army troops shot down an Indian spying quadcopter in Chakothi sector along the Line of Control, the ISPR said in a tweet. The quadcopter had intruded 500 metres into Pakistan’s side of the LoC, the ISPR said, adding that this was the 11th Indian quadcopter shot down by Pakistani troops this year.

Maj Gen Babar Iftikhar, the chief of the military's media wing, has said that India is engaged in a massive campaign of 'fifth-generation warfare' to obstruct Pakistan’s road to prosperity mainly through targeting the China-Pakistan Economic Corridor (CPEC) and Pakistan’s international image.
Appearing in a wide-ranging interview on Global Village Space published on Thursday,
he termed misinformation campaigns against Pakistan on social media as a "major challenge", but said the country was countering these through transparency and putting out credible information.
“Unfortunately, it’s a major onslaught, it’s a major part of the fifth-generation warfare. Pakistan is being subjected to […] hybrid applications in a massive way and we are aware
of that,” the Inter-Services Public Relations (ISPR) director general said. When prompted to cite a specific incident of such an attempt, he mentioned the recent explosion in a Karachi building which was framed as a "civil war" in India as an example of irresponsible reporting. “In doing so, the Indian media has lost its credibility to quite an extent and the whole world is recognising that,” he said.
He said in his understanding, fifth-generation warfare was the Indian state using all elements of its national power to systemically focus on and attempt to destabilise certain domains in Pakistan. He listed these domains as Pakistan’s economy, information system, army and international image, for which he cited the example of Indian lobbying in the Financial Action Task Force meetings to discredit Pakistan.
When asked about how such attempts were countered, Maj Gen Iftikhar stated: “Best way to handle this is transparency, […] not leaving information voids and […] passing on credible information.”
He also brought up Pakistan’s practical action in the international arena to bring attention to Indian designs by submitting a dossier on Indian state-sponsored terrorism in Pakistan to the United Nations Secretary General. According to Maj Gen Iftikhar, the dossier and its proofs had been taken seriously at the international level and objectively analysed which had vindicated Pakistan’s stance.
The ISPR chief also highlighted that Chief of Army Staff Gen Qamar Javed Bajwa's military diplomacy and forays to reach out to the armies of the region and beyond had yielded considerable advantages for Pakistan. Note was made of success in this regard with China, Russia and the Gulf states. “The outreach whether for training or other exchanges or defence equipment has been very positive,” Maj Gen Iftikhar said.
LoC violations
The increase in ceasefire violations along the Line of Control (LoC) in the DG ISPR's view was also a concerted strategy as part of fifth-generation warfare. He said exchanges of fire had continued since 2014 but “these two years, 2019 and 2020, have seen the maximum number of ceasefire violations and I believe [the] maximum number of casualties.”
He linked this increase in violations with the revocation of Article 370, through which Indian-occupied Kashmir's special status was withdrawn and which received substantial negative press and international condemnation. He said Pakistan consistently supported this issue at the international fora.
He said the ceasefire violations in his view were attempts to paint Pakistan as supporting terrorism and infiltration in IOK. India wants to simultaneously discredit the indigenous struggle for freedom in IOK and malign Pakistan’s international image through such measures, he added.
However, Maj Gen Iftikhar said Pakistan had rebuffed such attempts and “we’ve been taking media [and] diplomats to the Line of Control and they’ve seen for themselves there is no way any kind of infiltration can take place.”
Border fencing efforts
The ISPR chief also addressed Pakistan’s ongoing efforts to fence its western borders.
He said they had been overall very successful and “83 per cent of the Afghan border” and on the Iranian side “30pc has been fenced and will be complete by December 2021”.
He said Pakistan was already seeing the dividends of these efforts with a reduction in smuggling and illegal cross border activity. A decrease in terrorist activity has also been witnessed, he said, adding: “I won’t go into the percentage […] but the number of incidents and casualties has decreased massively.” He further mentioned that a new border management division had been raised which will be centrally administrating and managing all entry points in Pakistan, from land, sea and air. “Border management is key to securing Pakistan,” he said while talking about the importance of this endeavour.
Reviewing the overall handling of the ongoing Covid-19 crisis in Pakistan and the army’s role in it, Maj Gen Iftikhar praised the ability and services of both civil and military institutions. He highlighted how the army had rendered many services during the ongoing efforts like public awareness media campaigns and troop deployment across the country to implement lockdowns. He ended the interview by underlining and praising the role of media outlets in educating the public.

Aerial shots of the beloved national monument, the Minaar-e-Pakistan, a spectacular sight in itself — in Lahore have revealed some remarkable features. Taken from specific angles, the photographs show that the Minaar-e-Pakistan's architect had used geometric patterns with great artistry to incorporate national symbols in the iconic monument.
The national monument's hidden beauty was brought to our attention after eagle-eyed Facebook user, Tahir Mahmood Chaudhry, shared a post in which he described how he felt when he first noticed the monument's lesser-known features. Chaudhry's picture shows how the monument, when seen from above, looks like a flower nestled on a star embraced by two crescents, a white and green one each.
The monument's brilliant architect was Nasreddin Murat-Khan — a Russian migrant who had made Pakistan his home. He had wanted to create a "memorial that would symbolise the force which shaped Pakistan", as per a letter he wrote on the letterhead of his architecture firm, 'Illeri H N Murat Khan and Associates', which has been archived by Google. The search engine giant had collaborated with The Citizens Archive Pakistan (CAP) to document how the monument was constructed. The architect had also shared that he wanted to create a memorial rostrum and a high soaring tower-like structure behind it to form "one divisible whole". Khan had created a crescent-shaped lawn that would encircle the structure. The two crescents represented East and West Pakistan and were embracing each other.
The Russian born architect had wanted to create two flights of stairs, one coming from each crescent, that would join in a landing. He did this to symbolise the equal spiritual contribution by both wings of the country as it was hoped by the Quaid-e-Azam. The feature can be seen in this picture, shared by a Twitter account called "Discover Pakistan" and credited to Hanan Khaleeq.
Khan had not wanted the memorial to be shaped like a tomb or a mosque as he wanted to highlight the beauty of Mughal ornamentation. The architect also disagreed with the traditional idea, as he believed "Pakistan is a bold and new experiment in the world of Islam". In an interview, His daughter, Meral Murat Khan, had recalled that her father had created three models for the ten-year project he had taken up. "The one that was actually built was the third model," Meral had shared. She also spoke about her father’s original idea behind the Minaar in her interview with Citizens Archive Pakistan. "His idea of the Minaar actually was to have the end go to a point. The point was there because it was supposed to be Pakistan’s aspirations to go on endlessly … it would just disappear," recalled Meral, who had accompanied her father multiple times while the monument was being constructed.
She also highlighted that a path that comes out of the minar is meant to make it look like a flower petal. Khan had not wanted to 'cap' the monument as he believed that would mean "stunting" its growth. Meral shared that Khan’s original idea could not be followed as the committee tasked to oversee him dismissed it. She shared that her father had taken up the project "to repay the country which gave him a homeland". Khan also did not charge the government anything for the services he gave for the project.
Minar-e-Pakistan
The monument is perhaps the most renowned site was created in memory of Pakistan Resolution, which marked the first step in the history of the creation of Pakistan. Its construction began in 1960 and finished in 8 years in October 1968. Considered a blend of Islamic and Mughal culture, this national monument has three steps that symbolise the three stages of the challenges and successes faced in the journey of Pakistan's independence. The first step is made with stone from Taxila, the second step from hammered stone, the third with chiselled stones, and the fourth and final steps are made of white marble.
The floral inscriptions at the base of this Minar read with the text of the Pakistan Resolution, which had solidified Iqbal’s dreams and Jinnah’s struggle. Excerpts of some of the historic speeches by Quaid-e-Azam and Allama Iqbal are also inscribed on the structure. To this day, the Minar-e-Pakistan remains a coveted political ground for politicians and revolutionaries.

History:
Minar-e-Pakistan was built to commemorate the Lahore resolution which on 23rd March 1940 the Muslim league, only Political party of Muslims of the Indian sub-continent, demanded the separate home land for Muslims of sub-continent. Minar-e-Pakistan was built on 1960, in memory of the Pakistan resolution, at the site where on 23rd March 1940, Pakistan Resolution (Qarardad-e-Pakistan) was passed, which demands separate home land i.e Pakistan for the Muslims of Indian sub-continent.
Design and Architecture:
The tower reflects the Mughals and Islamic architecture. It was designed by Naseer-ud-din Murat Khan. The structural design was given by a civil engineer Abdur Rehman Khan Niazi, who is working with Murat Khan. The foundation stone was laid on 23rd March, 1960. The whole construction ends on 31st October 1968, which costs Rs 500,000. This money was collected by imposing additional tax on cinemas and horse racing.
Total height of the Minar-e-Pakistan is about 92 meters above the ground, base is about 8 meters above the ground, and
the unfolding petals are 9 meters high. Base comprises four platforms, first is built with Taxila stones, second with hammer-dressed stones, third with chiselled stones and fourth with white marble. These platforms depict the freedom struggle. There are 324 stairs to go to the top, besides the lift. The resting place of Hafeez Jalandhari, writer of national anthem is also in the courtyard of the Minar. From the rostrum you can view the Badshahi Mosque.
Many Quranic verses, National Anthem, speeches of Quaid-e-Azam and Allama Iqbal, and the Resolution of Pakistan in various languages, Arabic, Urdu, Bengali and English are written on white marbles attached on the base of Minar-e-Pakistan. On the base, ten marble slabs of 7/2 feet are attached on which 99 names of ALLAH are written. On the entrance ALLAH o AKBAR is written.
