THE PAKISTAN ARMY ACT AND OFFICIAL SECRETS ACT WILL BE USED AGAINST PROTESTORS WHO RESORTED TO VIOLENCE. ALTHOUGH AGENT PROVOCATEURS MAY HAVE INTERFERED AND NEED INVESTIGATION.
IT IS CLEAR THAT PAKISTAN IS NOW AT A CRITICAL MOMENT IN IT'S HISTORY WHICH WAS SPARKED OFF BY THE SOFT ARMY COUP AGAINST THE PTI GOVERNMENT IN MARCH 2022. THIS HAS BEEN SIMMERING AND NOW THE ROOF HAS COME OFF. INSTEAD OF DOUBLING DOWN IT SHOULD BE IMPLEMENTING PAKISTANI ELECTIONS AS PER THE SUPREME COURT DECISION .

IT IS DEBATABLE WHETHER THIS IS ABOUT CIVILIAN SUPREMACY OVER THE MILITARY. RATHER IT IS ARGUED IT'S ABOUT HIM WANTING THE ARMY TO BACK HIM VIS A VIS THE OTHER POLITICAL PARTIES. NO POLITICAL LEADER NEEDS OR SHOULD BE SUBSERVIENT TO THE ARMY. THE ARMY ARE PUBLIC SERVANTS AND THE TRAGEDY OF PAKISTAN IS THAT IT IS A COUNTRY RUN BY AN ARMY RATHER THAN AN ELECTED CIVILIAN GOVERNMENT. THIS IS ONE OF THE REASONS INDIA WHICH SINCE NEHRU's ERA DOES NOT HAVE COUPS AND MARTIAL LAW AS IT TOOK ARMY REFORMS SOON AFTER INDEPENDENCE CUTTING IT DOWN TO SIZE AND KNOWING IT'S PLACE AND ROLE. THIS EXPLAINS IT'S RELATIVE STABILITY AND PROSPERITY IN THE REGION AND WORLD STAGE.
THIS WAS NOT POSSIBLE AND NEVER HAPPENED IN PAKISTAN AS IT'S FOUNDER JINNAH PASSED PREMATURELY WITHOUT ESTABLISHING HIS VISION PERMANENTLY. SO IT IS PART OF THE UNFINISHED BUSINESS IN THE CREATION OF PAKISTAN. FURTHERMORE THE TRADITION OF MILITARY COUPS STARTED WITH 1958 NEVER ENDED. IN THE CURRENT SITUATION IT NEEDS TO BE REALISED THAT THE PTI IS ENGAGED IN A STRUGGLE FOR SURVIVAL AND CAMPAIGN TO UPHOLD THE RULE OF LAW, FREEDOM AND INDEPENDENCE FROM BEING A SLAVE NATION. THERE IS A NEED FOR GRASSROOTS MASS ISLAMIC MOVEMENTS WHICH ARE NOT PART OF THE POLITICAL SYSTEM TO JOIN FORCES WITH THE PTI. IT REMAINS TO BE SEEN IF, WHEN AND HOW THIS MATERIALISES. AS PAKISTAN'S RAISON D'ETRE WAS ENVISIONED AS A MUSLIM HOMELAND AND IT IS TIME FOR PAKISTAN's RELIGIOUS LEADERS TO SHOW SOME COURAGE, SACRIFICE AND VISION. A MUSLIM HOMELAND IS MEANINGLESS AND TOOTHLESS WITHOUT A FORWARD THINKING EFFECTIVE ISLAMIC GOVERNMENT. IT FOLLOWS THAT AN ISLAMIC GOVERNMENT SHOULD BE THE OUTCOME OF FREE AND FAIR ELECTIONS. PAKISTAN’S polity is fractured. Politicians are not willing to unlock horns; the economy is slipping down a steep slope; and terrorist forces are resurging. Some analysts view this situation as essentially a political crisis which will resolve by itself.
Others, less optimistic, find Pakistan in the midst of a ‘polycrisis’, with political unrest, an economic downturn and security threats pushing Pakistan towards chaos. Then there are the realists, who are concerned that Pakistan’s present civil strife might morph into a civil war.
A recent editorial in this paper also rang the alarm bell: “…the nation seems to be flirting dangerously with civil war. It is tearing itself apart under the weight of its own contradictions.”
Where exactly is Pakistan headed, and is there light at the end of the tunnel? The country is in the throes of a growing civil strife with its public places becoming a venue for regular protests, confrontation and rioting.
Social unrest is unleashing civil disorder, disobedience and disruptive strikes. If this continues unchecked, the country could well descend into a catastrophic civil war. It would be folly to think that whatever has happened in Syria, Libya, Yemen, Afghanistan, Sudan or Rwanda cannot happen here. Each case is different, but the common thread is an acute culture of intolerance, nurtured over time, eventually breaking down the political and social fabric.
The other feature common to these countries is the sustained political instability, with neither the ruling regime nor the opposition willing to accept a compromise. With no spirit of ‘live and let live’, the resultant chaos has been exacerbated by external forces.
The political fallout has always been borne by the people. Take Sudan, whose 46 million people have suffered for decades from political instability and military interventions. Recently, the country witnessed a fratricidal power struggle between the military leadership of the regular army and a paramilitary force. As the situation spiralled towards chaos, hidden foreign hands exacerbated the civil war. The ultimate losers were the people of Sudan.
The civil unrest in Syria, which started in March 2011, when the Assad regime ruthlessly suppressed protesters, quickly descended into civil war and an armed conflict that involved a complex web of domestic and foreign elements. Hundreds of thousands of Syrians were killed
and millions displaced.
Twelve years down the line, President Bashar al-Assad has regained control of much of Syria, but the once beautiful country has been destroyed. The most telling story is that of the Rwandan civil war, in which the Hutus and Tutsis failed to find peaceful coexistence. It ended in a genocide that left 800,000 people dead in 100 days in 1994.
We must not forget that every time our country has gone through a political and constitutional crisis, the consequences have been borne by the people. In 1971, the political leaders of the time failed to respect the results of a democratic election while military ruler Yahya Khan engaged in a reckless military operation. The result was the inglorious, bloodyseparation of Pakistan’s eastern wing. Can our political and military leadership learn a lesson from that painful chapter of our history?
Can the leading lights of our political leadership muster enough courage and will to sit at the table and resolve their issues? If they don’t, the situation might spin out of control the way it did in the aforementioned examples, with everyone losing and no one winning.
The government led by Prime Minister Shehbaz Sharif wants the National Assembly to complete its five-year term, while former prime minister Imran Khan wants immediate elections. A compromise on a date for elections should not be this difficult, as May and October are only a few months apart.
The political leadership should also agree on a new social compact and rules of conduct, giving significance to the following: the military establishment has announced its intent to remain apolitical, and it must not be dragged into politics; the decisions of the Supreme Court should be respected by all; the Election Commission must not be made controversial; and social media must not be used with impunity to malign every state institution.
In this charged environment, the advice rendered by the Dawn editorial and echoed by many other independent analysts makes perfect sense: free and fair elections conducted to the satisfaction of all major parties.
The political leadership must agree on a compromise date for elections. There is no shame in reaching a compromise or conceding ground for the larger good. A compromise may not please every party, but it certainly will elicit a sigh of relief from the people of Pakistan who are losing faith and confidence in this system of governance.

Like their Egyptian counterparts, the Pakistani generals too are an incompetent and greedy bunch. If the Egyptians’ incompetence was exposed in the June 1967 war against Israel, the Pakistanis outdid them by shamelessly surrendering to the invading Indian army in December 1971. So, who do they fight and conquer instead? Their own hapless people, of course. This is evident in the turmoil gripping Pakistan today. A small coterie of generals, led by the army chief Asim Munir, is hell-bent on manipulating the political, economic and judicial systems to maintain their grip on power. They want to retain their undeserved privileges. They also insist that politicians must obey their orders and only generals will decide who stays in power and who is to be ousted. People be damned.
Constrained by no law, the generals act as outlaws. They dismiss the constitution and the courts with contempt. How many divisions does the chief justice command to enforce his writ? Currently, their target is the former prime minister Imran Khan who, unlike other politicians, refuses to obey the generals’ orders. He demands adherence to the rule of law and immediate elections. The overwhelming majority of people support him but the generals do not care. They have installed criminals in power while the generals make all the decisions from behind the scenes. This avoids the stigma of martial law which the western regimes do not like. They do not wish to be seen supporting military dictators even if they like the musclemen in power. The west’s hypocrisy is mind-boggling.
There is not even a whisper of protest in western capitals over the gross human rights abuses taking place in Pakistan. Human Rights Watch has raised alarm about the arbitrary arrests but western regimes have sought refuge behind the excuse that this is an “internal matter” for Pakistan.
Had such violations occurred in Syria, Iran or Venezuela, there would be loud protests and screaming headlines in the western media. Not so in Pakistan because the generals are advancing America’s agenda.
The army has arrested scores of PTI leaders and thousands of its workers. Since May 9, at least 50 to 70 workers have also been shot and killed, most of them with bullets to the head or chest. Far from expressing any concern for human life, the army has launched a campaign to decry the few military monuments vandalised by protesters.
Without conducting an impartial inquiry to identify the real culprits, the army has accused Imran Khan of instigating these attacks. This is part of a pre-planned conspiracy to disqualify him and ban his party (PTI) from contesting elections, if ever they are held. The generals want only their puppets in power to obey their orders.
Generals rule, OK?
Last month’s events starting with the May 9 mayhem clearly point to this scenario. Imran Khan was kidnapped from the Islamabad High Court (IHC) premises in an illegal and deliberately provocative manner. He was beaten up as were his security guard and lawyers. He was dragged to a waiting van and whisked away.
All this was done in broad daylight. Since the PTI had declared that their leader’s arrest was a red line, the army decided to lay a trap. The widely televised kidnapping was carried out by Rangers, a paramilitary force, under the command of the army. Informed observers believe the kidnappers were commandoes in Rangers’ uniform.
Not only did it provoke the people as expected, but the army’s agents in plain clothes joined the protesters to attack the Corps Commander’s house in Lahore and the GHQ in Rawalpindi. An air base in Mianawali, the hometown of Imran Khan, was also attacked and a plane replica at the entrance was damaged. No security personnel were present in either location. No explanation has been offered for their absence. While video footage showing PTI leaders urging their supporters not to enter the Corps Commander’s house in Lahore is available, the army’s agents provocateurs carried out their criminal acts as per the conspiracy.
It is quite revealing that immediately after these acts of vandalism, the army and its paid agents in the media and numerous politicians started to peddle the narrative that such attacks represent the “darkest day” in Pakistan’s history. The murder 50 to 70 people evoked no concern much less sympathy.
Was the surrender of 90,000 Pakistani troops to the invading Indian army on December 16, 1971 in Dhaka in front to international television cameras a day of glory? Human life has no value in Pakistan, especially if they happen to be poor. Statues and buildings, belonging to the military, are sacred. Those who damage such monuments are traitors and terrorists. They must be tried in military courts, the army insists. This amounts to de facto martial law.
The generals do not wish to take any chances by allowing trials in civilian courts. The judges may not deliver the verdicts the generals’ desire. After all, the charges against the accused—in this case PTI workers—have to be proved in court. The generals insist the accused are guilty as charged because they say so. The purpose is to have a pretext to ban the PTI from contesting elections.
If elections are held in Pakistan today and PTI allowed to participate, it would sweep the polls. The generals are terrified of this outcome. The army chief has been making speeches at various garrisons threatening to “fix” Imran Khan and teach him a lesson. The army refuses to learn any lessons itself.
The people see the army as an occupying force terrorizing people. It lives in gated communities and makes incessant demands for more resources and land to distribute among its elite members. Army officers have become real estate tycoons.
The few Pakistani journalists who have dared to highlight these facts have been kidnapped and either made to disappear or murdered. Imran Riaz Khan, Sami Ibrahim and the late Arshad Sharif are prime examples.
The generals have shed the blood of tens of thousands of Pakistani soldiers and civilians in return for bakhsheesh from the Washington warlords. The late Pakistani dictator, General Pervez Musharraf boasted in his book, In the Line of Fire, that he and his fellow generals collected millions of dollars in bounty from the Americans (p.237).
Innocent people were grabbed from the streets of Pakistan and accused of being al-Qaeda operatives. They were handed over to the Americans for money. Abu Zubaydah and Dr Afia Siddiqui, both innocent, are two of the best-known cases. Musharraf and his henchmen will have to answer to the Almighty on the Day of Judgment for such crimes even if they escaped punishment in this world.
Musharraf’s successors—Qamar Javed Bajwa and Asim Munir—are continuing this despicable tradition. For a fistful of dollars, they are prepared to shed the blood of innocent people and even go to the extent of destroying Pakistan.
Not all generals agree with the army chief but the institutional structure makes it difficult to question his destructive policies. There is only a handful of generals involved in these criminal acts that are causing immense damage to Pakistan.
These include the Chief of General Staff at the GHQ, Lt Gen Muhammad Saeed, head of the intelligence agency (ISI), Lt Gen Nadeem Anjum, DG-ISI counterinsurgency, Maj Gen Faisal Naseer, and the vice chief of general staff Maj Gen Inayat Hussain. Munir’s illegal acts have created deep divisions in the army high command and also alienated the chiefs of navy and air force.
A number of senior generals, the most prominent being Lt Gen Salman Ghani, Corps Commander Lahore, refused to obey Munir’s orders to shoot civilians. Far from taking heed, the army chief then plotted to create a scenario in which Salman would be killed. His murder would be blamed on Imran Khan to eliminate him physically from the political scene.
That General Salman Ghani survived is a miracle. He was removed from his command in Lahore and recalled to the GHQ. The conspiracy to go after PTI leaders and workers continues. A number of leading PTI figures have been coerced into publicly announcing their resignation from the party, reading from a piece of paper handed to them by some dim-witted colonel.
Videos of people being tortured by army personnel in plain clothes are widely circulated on the Internet, perhaps deliberately to instil fear in people. It is certain that PTI leaders were threatened with torture and/or threats of rape of their wives, daughters or even mothers. Some have spoken out publicly about such threats; others have hinted at them. Even women have not been spared including Dr Shireen Mazari, the former human rights minister, and Khadija Shah, a leading clothes designer from Lahore. The silence of Pakistani women’s rights defenders is deafening.
This is the real dark day and chapter in Pakistan’s history. Can Pakistan afford such criminal acts and survive?

PAKISTAN UNDER DE FACTO MARTIAL LAW

The men in khaki may not have stormed the corridors of power, but since all power resides in their grubby hands, Pakistan is under de facto martial law. The rapists, murderers and mega-thieves installed in power follow orders that come directly from the GHQ in Rawalpindi. The rest of the world also knows that real power resides in Rawalpindi, not Islamabad. That is why every visiting official meets the army chief, a practice unheard of in other countries. It is the army chief and a small coterie of generals around him who call the shots. Civilians are used merely as decoration (if that is possible at all) to create the illusion of civilian rule.
What is currently underway in Pakistan demonstrates the criminal nature of the army. It is hell-bent on preventing the most popular politician in Pakistan—Imran Khan—from returning to power. The army top brass knows that if elections are held, Pakistan Tehreek-e Insaf (PTI) led by Imran Khan would sweep the polls. Why are the generals so terrified of his coming back to power whose ouster they had engineered on April 9, 2022?
The generals, like the criminals they have installed in power, are thoroughly corrupt. Imran Khan has vowed to go after the crooks and deal with them according to the law. The generals are terrified of this prospect, hence their determination to not allow elections until Imran Khan has been removed from the scene either through assassination or a long-term jail sentence on concocted charges. He has survived two assassination attempts and faces more than 150 charges, all of them bogus.
Aware that these charges will not stand in a civilian court, the army announced on May 15 that those involved in the May 9 attacks on military installations will be tried in military courts under the Official Secrets Act.
It is revealing that the National Security Committee (NSC), the highest security body in the country, met a day later to “approve” the army’s decision. Under what constitutional authority does the army make such decisions? The fact that it has the guns does not give it the right to dictate state policy or boss over civilians.
The same holds true for other state institutions whether the judiciary, bureaucracy or the police. The army’s heavy boot is present everywhere. It is akin to a person hiring a chowkidar to protect his house but takes over the entire house, starts dictating to the owner how to conduct his affairs and who he should have as friends.
The army has a long sordid history of interfering in politics. From the first martial law imposed in October 1958 to the current mess created by the army, it has indulged in the worst kind of political engineering to make and break political parties. It is different now because Imran Khan has changed the country’s political dynamics. He has created awareness among the masses who have realized what dirty role the army has been playing.
The army has responded with viciousness never before seen in Pakistan’s tortuous history. People who dare to question the army’s illegal actions have been targeted and some physically eliminated. Journalists like Arshad Sharif forced to flee Pakistan was murdered in Kenya. Other journalists—like Imran Riaz Khan—have simply disappeared. Yet others have been threatened and tortured.
The worst act perpetrated by the army is to grab political activists’ daughters, wives and mothers and threatened them with rape. Some have suffered such degrading acts. There are more than 10,000 political prisoners in Pakistan today. Videos have appeared on the Internet of the kind of torture they are subjected to.
The Pakistan army is subjecting its own people to the same kind of torture, rape and humiliation that the Indian occupation army is doing to the people of Kashmir. For decades, the army has abducted young men from Balochistan and the Khyber Pakhtunkhwa Province (KPK) falsely accusing them of being “terrorists”.
Even young children have not been spared. Hundreds of young men have simply disappeared in what are called “missing persons”. Mothers are provided no information about their sons despite knocking on many doors.
The army has used the same tactics against leading members of the PTI. Under the threat of raping their daughters or wives, PTI members have been forced to make public declarations to condemn the May 9 attacks on army installations and to quit the party.
The implication is that it was the PTI and especially Imran Khan who instigated these attacks. Videos from multiple sources show the attackers were agents provocateurs, sent by the army and the criminals installed in power to carry out these acts of vandalism. Imran Khan was under arrest at the time.
He was kidnapped from the Islamabad High Court premises on May 9 by hundreds of armed Rangers’ personnel, a paramilitary force under the command of the army. This was an illegal act. Has anyone been held accountable for such criminal activity?
Besides, Imran Khan has called for an independent judicial inquiry to identify the culprits. No such inquiry has been held because if carried out honestly, it will expose the army’s role in the attacks on its own installations for a very sinister purpose.
Instead, it has unleashed its dogs in the media to peddle the army’s narrative about Imran Khan’s alleged misdeeds. The latest army order is that his name should not be mentioned on any TV channel or in any newspaper. The army wants to blank him out of the picture. Thanks to social media, Imran Khan’s message is getting through but barring media coverage in Pakistan, it will be limited in its reach.
After forcing members of the PTI to abandon it, a new party, Istehkam-e Pakistan Party (IPP), commonly referred to as the ‘king’s party’ has been created. This is led by Jahangir Tareen Khan and includes such other ‘lotas’ as Aleem Khan, Aun Chaudhry, Aamir Mehmood Kiani, Imran Ismail, Fawad Chaudhry, Ali Haider Zaidi and a host of others. The new party has been dubbed “Zaleel Tareen Party” (the most disgusting party!)
The army thinks creation of the new party would undermine the PTI support base in elections. Not very bright, the generals do not understand the current political situation properly. They are still living in the past assuming that just as they undermined political parties by breaking their members in the past, they will do the same with PTI and succeed.
They do not appear confident though. If they believe the creation of a new party would undermine the PTI, they should have no hesitation holding elections. So, what’s holding them back? They want to eliminate Imran Khan first before embarking on that venture.
This betrays the generals’ nervousness. They have also gone berserk targeting such Vloggers outside Pakistan as retired army officers Adil Raja, Haider Mehdi and Akbar Hussain, senior journalist Shaheen Sehbai, Dr Moeed Pirzada, Sabir Shakir and Wajahat Khan. The Pakistan High Commission in London, and no doubt the High Commission in Ottawa, have been mobilized to go after these individuals.
What the morons in uniform do not understand is that Britain and Canada are rules-based societies. Making allegations against individuals have to be proved in a court of law, not enforced at the whim of a general or even a bureaucrat. One feels sorry for Pakistani diplomats in London and Ottawa forced to carry out the orders of morons who do not know anything about law or how politics works.
Their bloody-mindedness has turned Pakistan into a laughing stock of the world while its economy has been run into the ground. Is there any hope for Pakistan’s survival with these morons in control?

Most armies exist to protect the country’s borders from invading forces. While the Pakistan army also claims to perform this function, it has demonstrably failed in this fundamental task. Instead, its primary function has become manipulating the political process, installing and dismissing governments without regard to people’s wishes, and interfering in the country’s economic and foreign policies to the detriment of its well-being.
Looked at from any perspective, the Pakistan army’s interference in the political arena has been an unmitigated disaster. The current crisis gripping Pakistan is the direct result of the army high command’s total disregard for the rule of law and their stubborn insistence that they know what is best for the country. They don’t.
The generals have on numerous occasions stated in private that they cannot fight India anymore, the country’s principal enemy. Following from this is the fact that the army is incapable of liberating Kashmir from the clutches of India either. If it cannot and will not perform these tasks, it loses its raison d’etre for its existence. So, it must be asked: what is the point of having a standing army of 680,000 that consumes more than 50 percent of the country’s budget when it cannot perform its primary function?
The military’s massive outlay has stymied the country’s development and deprived such vital sectors as education and health of desperately-needed resources.
Unfortunately, the Pakistanis’ infatuation with the army persists. Some people still argue, including Imran Khan whose ouster from power was engineered by the army in April 2022, that Pakistan needs its army for defence. But the army has made clear that it cannot and will not defend the state. So, what is the rationale for having such an army?
True, some people would argue that without an army India is likely to invade Pakistan. This issue needs proper analysis. Pakistan is a nuclear state. Should India commit the folly of invading Pakistan to threaten its existence, the nuclear option will be used. Delhi knows this.
That explains why India has not had a full-fledged war with Pakistan since 1998 when both countries came out of the nuclear closet (India had carried out its first nuclear test on May 18, 1974 in what the western media called a “peaceful nuclear explosion”!)
India is a target-rich country. Pakistan can inflict a lot more damage on India than the other way round. Reduced to penury by the army and the criminal gang of thieves, rapists and murderers installed in power by the army, there is not much to lose in Pakistan.
Let us look at the army’s performance since the creation of Pakistan. It played no role in Pakistan’s creation; none whatsoever. In his book, Friends not Masters, Ayub Khan proudly mentions that during partition, Muslim officers and soldiers in the British Indian Army maintained their professionalism and remained completely “neutral”! Their neutrality cost the lives of more than a million Muslims.
They shed their ‘neutrality’ as soon as Pakistan came into existence and started demanding a lion’s share of the resources. When Indian forces invaded Kashmir in October 1947, Pakistan’s Governor General Muhammad Ali Jinnah ordered General Douglas Gracey, then acting commander-in-chief of the Pakistan army, to send troops into Kashmir to defend the Kashmiris. He flatly refused, saying British officers in the Pakistan army would only obey the orders of General Claude Auchinleck, who was the supreme commander of forces of both India and Pakistan.
Gracey should have been fired for such insubordination but Jinnah did not do so. The part of Kashmir territory saved from Indian clutches was the result of Pathan tribesmen rushing to help their Kashmiri brethren. Subsequent attempts in 1965 and 1971 to wrest control of Kashmir from India ended in stalemate.
In fact, a great opportunity was missed in November 1962 when Indian troops fled in the face of advancing Chinese troops along their border in Tibet. China urged Pakistan to move into Kashmir but President Ayub Khan, under pressure from US President John Kennedy, did not do so. The latter promised that once the war between China and India was over, the US would help resolve the Kashmir dispute.
Sixty years later, Pakistan is still waiting, like the two tramps—Vladimir and Estragon—in Samuel Beckett’s novel, Waiting for Godot, that the US or UN might help resolve the Kashmir dispute. There is greater chance of the two tramps meeting the imaginary Godot than the Kashmir dispute being resolved!
In the meantime, Pakistani troops lost strategic territory in Siachen Glacier in 1984, under another military dictator, this time General Zia-ul Haq. Pakistan has suffered four bouts of martial law (Ayub Khan October 1958 - March 1969); Yahya Khan (March 1969 - January 1972); General Zia-ul Haq (July 1977 – August 1988) and General Pervez Musharraf (November 1999 – August 2008).
If under Ayub Khan, Pakistan lost any chance of liberating Kashmir, under Yahya, East Pakistan was lost completely. That reflects Pakistani failures at multiple levels. It not only reflected the bloody-mindedness of the West Pakistani elite and their racism toward the Bengalis (the people
of East Pakistan/Bangladesh) but the military’s resort to brute force to resolve every crisis.
While December 16, 1971 will go down in Pakistan’s history as a day of infamy when 90,000 troops surrendered to the invading Indian army, more crucially it was a collective failure of the Pakistanis to condemn the military operation launched against the people of East Pakistan in March 1971. The horrors that the Pakistan army perpetrated against innocent people is a blot on the name of Pakistan whose shame can never be erased. By remaining silent while Pakistani troops raped and killed Bengali women is now being repeated in what is left of Pakistan.
General Ziaul Haq’s military rule sucked Pakistan deeper into the American orbit bringing the drugs and gun culture to Pakistan. Billions of dollars were showered on Pakistan to be sent to the Afghan mujahideen to fight the Soviet army. Pakistani generals helped themselves to the largesse and became billionaires in the process. Their children are now enjoying the fruits of that stolen loot.
While General Zia’s rule ended in a fiery air crash along with a number of his fellow generals in August 1988, it was not long before the generals were back in power in November 1999. General Musharraf’s military rule was marked by more disasters. He readily joined America’s war on terror causing immense damage to the social and political fabric of Pakistan. Tens of thousands of Pakistanis lost their lives in this so-called war on terror.
Pakistani troops attacked their own people in the former tribal areas of Aurakzai agency and North Waziristan at the behest of the Americans. Military operations in Swat also gave rise to immense hatred and led directly to the creation of the group called the Tehrik-e Taliban Pakistan (TTP).
The ISI acted as bounty hunters for the Americans. Completely innocent people were grabbed from the streets of Pakistan and handed over to the Americans in return for money. Several shameful episodes can be recounted.
The Taliban ambassador to Pakistan, Mullah Abdus Salam Zaeef was grabbed, in violation of all diplomatic norms, and handed over to the Americans who shipped him to Guantanamo Bay, the torture chamber on illegally occupied Cuban island. He was stripped naked while Pakistani military officers looked on.
In his 2006 book, In the Line of Fire, General Musharraf writes on p.237: “We have capture 689 [‘terrorists’] and handed over 369 to the United States. We have earned bounties totaling millions of dollars.” Such shamelessness would be hard to find anywhere else. Among Musharraf’s prize catches was one Abu Zubaydah accused by George W. Bush and Donald Rumsfeld as being the “most high valued al-Qaeda operative”.
Abu Zubaydah was mercilessly tortured—waterboarded 83 times in a single month, slammed against a concrete wall and subjected to other forms of torture first at various black sites and then at Guantanamo Bay.But as Rebecca Gordon revealed in her brilliant piece in Counterpunch, “none of it was true.” American officials lied through their teeth to justify their crimes against Abu Zubaydah and many other innocent people.
The other shameful case is that of Dr Aafia Siddiqui, a highly qualified neuroscientist, who was kidnapped from Karachi, together with her three children in April 2003. She was mercilessly tortured and even raped by American soldiers in the Bagram torture chamber. This frail 5-foot 3-inches tall woman was accused of grabbing a gun from a 6-foot-tall US marine brute, and shooting him in the stomach.
For this ‘crime’ and for being an ‘al-Qaeda member’, she was sentenced to 86 years in jail where she has suffered continuous torture. Her front teeth have been knocked out and she was also assaulted in prison by another prisoner who threw hot coffee on her face, almost blinding here.
Incredibly, when the British journalist Yvonne Ridley struck a deal in 2013 with the Taliban and the American military for the release of Dr Aafia Siddiqui in exchange for Robert “Bowe” Bergdahl, an American soldier held captive by the Taliban, the ISI scuppered it. Yet, the ISI chief at the time, General Ahmed Shuja Pasha, was over-anxious and involved in securing the release of the American terrorist Raymond Davis. He had shot and killed two Pakistanis in broad daylight in Lahore in January 2011.
Pasha forced the victims’ families to receive financial compensation in return for dropping the charges. He threatened them with dire consequences if they did not comply with his demand. Today, the Pakistan army continues to indulge in equally criminal activity by kidnapping leaders and workers of Pakistan Tehreek-i Insaf (PTI) headed by Imran Khan. They are threatened that their daughters, sisters, wives or mothers would be raped if they refuse to abandon the party. Such degrading conduct has seldom been witnessed even by foreign occupation armies. The Pakistan army is acting even worse than a foreign occupation army. What’s the purpose of having such an army?

THE French state prosecutes a mini civil war against African and Arab populations. The Israeli Defence Forces bomb and kill Palestinians in the West Bank with complete impunity, again. And Pakistani youngsters smuggle themselves on fishing vessels at the risk of death to the coveted West, even as our rulers grovel for handouts from ‘donors’, and then celebrate when we get them. Who says colonialism is dead?
It is fashionable these days to take a stingy view of the past, to say that talk of colonialism and imperialism is passé. The argument is that we should take responsibility for our own failures and stop blaming the white man.
It is correct that aimlessly blaming the white man or anyone is neither here nor there. But acknowledging our colonial present is not about blaming anyone; it is about accurately identifying the roots of today’s structural crises so as to find a way out.
For Pakistanis — and other Muslim-majority societies — the words ‘colonialism’ and ‘imperialism’ drip easily off our tongues when we talk of Palestine. Israel, and its principal backer, the US, have engaged in naked aggression to dispossess Palestinians of their lands and dignity for decades. The Israeli settler-colonial project extends deeper into Palestinian territory with each passing day.
But there is less clarity about the global implications of US-Israeli expansionism. It has been advertised that the Gulf kingdoms seek some accommodation with the Zionist state.
Indeed, the Gulf states are the quintessential example of how our ‘Muslim’ brethren are driven by the pursuit of profit; for them, it is literally kosher to do business with anyone, including Zionists.
Seen thus, it is not sufficient to simply voice outrage vis-à-vis Israeli crimes against the Palestinians — there must be a political-economic project to isolate Israel, just like that which squeezed apartheid South Africa.

Political-economic subjugation is also the root cause of the current fires in France. Long-term immigrant populations — the vast majority from France’s former colonial possessions in West Africa and the Maghreb — are rebelling against their unending trysts with systemic racism, class exploitation and other forms of discrimination. Whatever the immediate trigger, the scale and depth of the resentment demands acknowledgement of the deep-seated colonial legacies that afflict France today.
The French state has no problem assimilating Africans and Arabs when it comes to nation-state projects — most of France’s footballing success, for example, has been powered by brown and black players. But it also presides over ghettoisation, incarceration and property regimes that relegate brown and black French ‘citizens’ to second-class status.
France also has no problem continuing to extract resources from its former colonial possessions in Africa. The slogans of the French republic — liberté, egalité, fraternité — ring hollow in the face of such colonial modalities.
Meanwhile in Pakistan, the jubilation at the IMF agreeing to give us a measly $3 billion shows how we refuse to grapple with our very own colonial present. Many insist the IMF and other donors have no role in our crisis. This is akin to turning one’s back on the truth that Pakistan is like many former colonies in Latin America, Africa and Asia whose economies, polities and societies continue to be shaped by neocolonial debt regimes.
Why, for instance, could our donors not have responded to last summer’s floods — and the approximately $40bn in damages incurred — by not giving us more loans, and instead, cancelling at least some of our existing debt obligations?
One reason is that our ruling class — led by the military establishment — is simply not committed to undoing the political, economic and cultural structures that keep them at a table in proximity to the global ruling class.
The smug contentment at doing a deal with the IMF mirrors the contentment at issuing contracts to MNCs, one’s own companies and those of friends while sacrificing the resources and rights of the sons and daughters of the soil.
It mirrors the building of countless roads, expressways, mega water infrastructure and real estate schemes despite clear evidence that the colonial logic of conquering nature are disastrous. It mirrors the fiefdoms of sardars, the epidemic of enforced disappearances, and the war economies generated by the weaponisation of religion.
Deploying politically correct, liberal language to sanitise what is happening in Palestine, France, Pakistan’s own peripheries, or many other parts of the world is at best self-deception, and at worst, colonial apologism.
To acknowledge our colonial present is to at least reimagine political-economic projects of decolonisation that represent the only potential salvation for our youth.

The Pakistani passport has been a mirror of the persistent existentialist tussle in the country itself. The evolution of its look and contents have reflected (or, rather, have been made to reflect), what Pakistan as a polity and a nation stands for.
The country came into being in August 1947, mainly through the efforts of a sharp lawyer and Muslim modernist, Muhammad Ali Jinnah. Jinnah explained the new country as a modern Muslim-majority state where 'Muslim culture' would dominate the society but the state itself would have nothing to do with matters of faith. According to the founder, religion was an individual's private matter.
Jinnah passed away just a year after Pakistan's creation. And ever since his death, the country's state, various governments, and the moderate, liberal, and conservative intelligentsia have been locked in continuous battle over the question of the country's raison d'être and ideological composition.
According to moderates and liberals, Jinnah envisioned Pakistan as a project to conceive and initiate an entirely modernistic, flexible and pluralistic strand of Islam, which could then go on to inspire the rest of the Muslim world. On the other hand, conservative and religious intelligentsia insists that Pakistan was created as a jumping pad to launch a theological state. They maintain that this was to be done through legislation from above and evangelical activity from below, which would then shape a 'unique' Islamic state for the Muslim Ummah. This battle has raged on and it becomes even starker when it is played out in the corridors of the state.
The initiatives have gone to and fro between the liberal/moderate narrative and the conservative one. The evolution and trajectory of this battle can also be traced in the transformation of the Pakistani passport.
The cover of Pakistan's first passport
Issued in late 1947, the cover of Pakistan’s first passport is largely beige in colour and only partially green. It has 'Pakistan Passport' written in three languages: English, Bengali, and Urdu. It has two Pakistan flags, one symbolising the country's western wing (West Pakistan) and the other its eastern wing (East Pakistan). Inside, there is just the holder's name, address, profession, photo, and marital status. Pakistanis did not require pre-arrival visas and could get visas-on-arrival in any country they wished to travel, including India
The Bengali text had disappeared from the West Pakistani passport
By 1954, the colour green had ousted the beige. The two flags were still there, but the holder's name now appeared on the cover. Due to tensions between the state and the Bengali majority of East Pakistan, the government had introduced the One Unit scheme, which treated the ethnically diverse West Pakistan as a single province and the Bengali-dominated East Pakistan as the other province.
Consequently, West Pakistani passports (like the one in the picture) had 'Pakistan Passport' written only in English and Urdu, whereas East Pakistani passports had the same written in English and Bengali.
This was soon changed, but the rest of the contents remained the same: holder's name, photo, address, profession, and marital status.
Pakistanis could still get on-arrival-visas in most countries, except Israel, the Soviet Union and Afghanistan – countries that Pakistan had developed strained relations with. However, India and Pakistan were still issuing on-arrival-visas to one another despite the fact that both had gone to war in 1948.
Pakistani passport during Ayub's era
The dark green passport lasted till 1960. In 1956, when the Constituent Assembly authored and passed the country's first constitution, it declared Pakistan an Islamic Republic.It was also decided that the term 'Islamic Republic of Pakistan' was to appear on Pakistani passports by 1958. However, this never happened because in 1958, the country's powerful president, Iskander Mirza, and its army chief, Ayub Khan, imposed martial law for the first time in Pakistani history.
Mirza suspended the constitution, terming it “the peddling of Islam for political gains.” Within the first 20 days of the coup, Ayub ousted Mirza as well and became president in 1959. He changed the name of the country to the Republic of Pakistan.
The first passport issued by the Ayub regime was in 1960. It was light green in colour, symbolising the regime's modernist and moderate view of Islam. It just had 'Pakistan Passport' written on it in English and Urdu. The flags were removed and so was the Bengali translation (which had reappeared in the late 1950s). The contents inside remained the same. Pakistanis could receive on-arrival-visas in all countries, except the Soviet Union, communist countries in eastern Europe, and Israel. Afghanistan had begun to give on-arrival visas. The only communist country that gave on-arrival visas to Pakistanis was China. India and Pakistan still had on-arrival-visa policies between them.
The Ayub regime had to issue new passports following criticism
In 1967, the colour of the passport was changed back to dark green. The Ayub regime had begun to face harsh criticism from opponents, especially after the 1965 Pakistan-India war had ended in stalemate and the once-booming economy had begun to retract. Trouble began to brew on the country's streets and campuses, and Bengali nationalists in East Pakistan became more hostile. The passport turned dark green again and, once more, the words 'Pakistan Passport' began appearing in Bengali. The inside contents remained the same. Pakistanis still enjoyed on-arrival-visa facilities in all the countries, except in communist countries, barring China. However, from 1965 onward, India and Pakistan abolished their long-standing on-arrival-visa policies.
In 1974, the passport became bluish green in colour and the Bengali text disappeared.
This was due to the fact that in December 1971, East Pakistan had broken away to become Bangladesh.
Pakistani passports continued to use Bengali text till the country finally recognised Bangladesh in 1974.
When Zulfikar Ali Bhutto's left-leaning and populist Pakistan Peoples Party (PPP) came to power in 1973, it authored and passed the country's third constitution. Even though the new constitution changed the country's name back to Islamic Republic of Pakistan, the new name did not appear on the passport.
The contents inside changed a bit though. Apart from having the holder's name, address, profession, and marital status, a section was added to note the colour of the holder's eyes. From 1970 onward, the U.S. ended its policy of giving on-arrival-visas to Pakistanis, but the Soviet Union and communist countries began to relax their visa policies towards Pakistan somewhat. Nevertheless, Pakistanis were still able to enjoy on-arrival-visas in most countries.
The new passport came with a new disclaimer
In 1974, the passport also came with the disclaimer that Pakistanis could not use the passport to travel to Israel and South Africa, which was under the apartheid regime at the time. In 1979, the passport was more or less the same, but the Urdu words 'Pakistan passport' were shifted on top and the English ones pushed down.
In July 1977, a reactionary military coup pulled off by General Zia ul Haq had toppled the Bhutto regime, but the name Islamic Republic of Pakistan had yet to appear on the passports. The contents inside remained the same as they were in 1974.
However, the revived on-arrival-visa policies between Pakistan and Afghanistan were abolished again, mainly due to the communist revolution in Afghanistan in 1978 and the Soviet invasion of that country in 1979. Barring the communist countries (except for China) and the U.S., Pakistanis could still get on-arrival-visas in most countries.
During Zia's time, the Pakistani passport had an Arabic text in it as well
In 1984, major changes were made to the Pakistani passport. Zia was still at the helm and had accelerated his so-called Islamisation project. The country's official name, though changed to Islamic Republic of Pakistan in 1973, only appeared on the passports for the first time in 1984.
What's more, the word 'Passport' appeared not only in English and Urdu, but also in Arabic! There were two reasons for this.
Firstly, more and more Pakistanis were going to oil-rich Gulf countries for work. Secondly, Arab cultural and theological influence had been allowed by the regime to seep inside the country’s institutions.
The contents of the new passport inside now had an additional section in which the holder had to declare their faith. Also, they had to sign a declaration that they were not members of the Ahmadiyya community in order to receive the passport. Though the community had been ousted from the fold of Islam by a National Assembly Bill in 1974, a new ordinance in 1984 introduced further restrictions on the community.
In 1983, UK and other major European countries stopped providing on-arrival-visas to Pakistanis. Pakistanis could also not get Afghan visas (and vice-versa), but the visa policies between India and Pakistan were greatly relaxed.
Pakistanis still could not get visas for the Soviet Union and other communist countries easily, but China continued to provide on-arrival-visas.Soon, the Gulf states changed their policies as well and Pakistanis were required to have pre-arrival visas for the UAE, Qatar, Oman, Kuwait, and Saudi Arabia. Libya had already stopped providing on-arrival-visas to Pakistanis in 1980.
The Pakistani passport today
In the early 1990s, a few years after the end of the Zia dictatorship, the passport changed again. The green became slightly lighter in colour, and the English words 'Islamic Republic of Pakistan' were once again pushed up and the Urdu ones pushed down. The Arabic text were removed, but the section noting the holder's faith remained and so did the declaration denouncing the Ahmadiyya community.
This version of the passport has remained as is till this day, even though the Pervez Musharraf regime (1999-2008) attempted to replace the words 'Islamic Republic of Pakistan' with the old 'Republic of Pakistan'. But the attempt failed due to protests by religious parties.
After 9/11, and the rise of religious militancy in Pakistan, more and more countries stopped providing on-arrival-visa facilities to Pakistanis. Pakistanis now require a pre-arrival visa for China as well.
Today, only 29 countries provide on-arrival-visas to Pakistanis, most of whom are in Africa.
According to a 2016 Henley and Partners Visa Restrictions Report, the Pakistani passport's value has been rapidly diminishing in the last two decades and it is now one of the least valuable passports in the world.
Some Pakistani embassies in European countries have started giving out this passport to dual-nationals. It says Islamic Republic in Urdu only. As in 2016, Pakistani embassies in some European countries have begun to provide, to dual-nationals only, Pakistani passports that have 'Pakistan' written on them in English and the words 'Islamic Republic of Pakistan' in Urdu only. This cover might gradually be adopted for passports held by all Pakistanis in the future.
